Your Specific Responsibilities:
Creates and maintains a business process catalog for all critical financial processes within the office of the comptroller (OOC). Works closely with staff from OOC to refine and update these processes to leverage technology to add automation and efficiency to these business processes. When new technology is introduced, this person will be responsible for documenting new “to be” business processes and working with business users to perform gap analysis between the current state and to be business processes. This analyst will leverage the results of that gap analysis to help inform requirements for technology related initiatives that impact OOC.
Serves as a subject matter expert on the use and operation of current applications used by staff within OOC or by staff throughout the department for applications supported by the Business Systems Support Office (BSSO). This will include the creation and updating of system documentation. It also includes answering end user questions related to applications, providing hands-on support and training as necessary.
Actively participate in the development of status reports, responses to inquiries from oversight organizations, and justification for budget requests for BSSO projects. Conduct research and analysis for the development and implementation of these initiatives and projects. Develop work plans to prioritize, plan, assign tasks and monitor completion of tasks. Coordinate activities, monitor progress, and evaluate outcomes for assigned efforts.
Works with OOC end users and BSSO developers to draft user stories and requirements for any proposed system enhancements, new automation jobs, or new reports. Serve as SCRUM master for BSSO development initiatives. Creates basic data queries and reports to provide necessary information to accountants and analysts. Acts as liaison between BSSO and other FDOT offices such as Information Technology and the Work Program office. Also acts as liaison to external organizations such as the Department of Financial Services and Federal Highway Administration.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of advanced reporting and business intelligence tools such as Power BI.
- Knowledge of financial software such as ERP.
- Knowledge of practices, theories and principles of finance and governmental accounting.
- Knowledge of financial planning principles.
- Knowledge of Microsoft Personal Computer (PC) applications, Department policies and procedures, accounting, and budgeting systems.
Skills in:
- Skilled in both written and verbal communication.
- Skilled presenting for both small and medium sized audiences.
- Skilled working as a part of a cross-functional team.
Ability to:
- Ability to provide administrative and technical guidance in the development and preparation of system requirements and user stories.
- Ability to develop business process documentation leveraging tools such as MS Visio or SmartDraw.
- Ability to research and interpret relevant regulations guidelines, and statutes regarding procurement and accounting procedures.
- Ability to review fiscal data for accuracy.
- Ability to write basic data queries leveraging Structured Query Language (SQL) or demonstrate the technical acumen to learn data queries.
- Ability to learn the functionality of an unfamiliar financial application and train others to use that application.
- Ability to analyze, interpret and report accounting and financial performance data.
- Ability to establish and maintain effective working relationships with others.
- Ability to direct joint activities with other Department units and other government entities.
Minimum Qualifications:
- Four years of professional accounting, auditing, or management information systems’ experience. Post-secondary education can substitute on a year for year basis.
