JOB SUMMARY:

The Financial Management Process Manager is responsible for providing overall policy, guidance and direction for the Finance and Accounting process within the Department of Revenue.  Functional responsibilities include: Internal operations, vendor disbursements and employee reimbursements, payroll, financial reporting, P-Card administration, records management and property accountability, and Florida PALM implementation activities. This position reports to the Deputy Director of the Office of Financial Management.  

MINIMUM REQUIREMENTS:  

  • Currently employed with a State Personnel System agency or department.  
  • Four years or more of experience in finance and accounting operations for a state agency.*
  • Two or more years of experience directing and supervising a team.
  • Two years of experience working in Excel
  • Two or more years of experience in using FLAIR.

SUBSTITUTIONS:

  • *Completion of a four-year degree from an accredited college or university in accounting, finance, business management, public administration or related field may substitute for the required four years of progressively responsible experience in those areas.

PREFERENCES:

  • Applicants with a four-year degree from an accredited college or university in accounting.
  • Applicants with a graduate degree in accounting, business, financial management, public administration, or a related field.
  • Two years or more of PALM implementation activities experience.
  • Two years or more of experience using FLAIR transactions.
  • Two years or more of experience using and analyzing FLAIR reports.
  • Two years or more experience using MyFloridaMarketPlace (MFMP).
  • Two years or more experience using the State Travel Management System (STMS).
  • Two years or more experience using the Bank of America Works© purchasing card system.
  • Experience in preparing annual financial statements for a state agency.
  • Experience managing multiple operational processes or functions.
  • Experience undergoing financial and operational audits at a state agency.
  • Knowledge of State of Florida laws and administrative rules pertaining to accounting, budgeting, purchasing and state-owned tangible personal property.
  • Ability to understand and apply applicable laws, rules, policies and procedures.
  • Ability to determine work priorities and work independently.
  • Excellent interpersonal, written and verbal communication skills.

SALARY: $90,000.00 - $95,000.04.
