Your Specific Responsibilities:

This is a highly responsible, professional supervisory position that provides oversight and management of the Procurement Unit within the Division of Public Health Statistics and Performance Management. More than 50% of the incumbent's time is devoted to supervisory responsibilities, including communicating with, motivating, training, and evaluating employees; planning and directing their work; and exercising authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees (or effectively recommend such actions). The incumbent also develops performance expectations, conducts regular performance discussions with staff, completes performance reviews, manages vacation and work schedules to ensure proper coverage, and approves timesheets.

 

Primary Responsibilities:

 

Supervision and Team Leadership: Directs and supervises procurement management staff, fostering a high-performing team aligned with strategic procurement goals. Promotes high standards of customer service, ensures quality work products, and provides technical assistance to enhance procurement outcomes.

 

Strategic Direction and Compliance: In collaboration with Division leadership and program managers, sets the strategic direction for the Procurement Unit, aligning activities with organizational priorities, Department policies, and compliance with Chapter 287, Florida Statutes (State Purchasing Statute), and all related rules governing procurement. Ensures all procurement activities adhere to statutory requirements to promote fair and open competition, transparency, and accountability.

 

Procurement Process Management: Directs, assists, and manages procurement processes for Division programs, ensuring efficient, transparent, and compliant acquisition of commodities and contractual services in accordance with Chapter 287, Florida Statutes, and applicable Department rules. Collaborates with Division, Bureau, Office, and program staff to develop procurement strategies, solicitations, and related actions that fully comply with statutory competitive solicitation processes, thresholds, and exceptions. Resolves procurement issues promptly to support program objectives while maintaining adherence to state purchasing statutes. Disseminates procurement information (including deadlines, policy updates, and statutory requirements) to Division management and procurement staff.

 

Division Procurement Liaison: Serves as the Division's primary Procurement Liaison with the Department’s Central Purchasing Office. Provides guidance, technical assistance, and support to procurement managers across all Division programs on policies, processes, and best practices, Ensures all Division procurement activities maintain full compliance with Florida Statutes and Department policies.

 

Contract Management: As a trained Contract Manager (per Section 287.057(14), Florida Statutes), serves in this capacity for the Division. Acts as lead contract manager for specific Division contracts, as assigned by the Division Director, ensuring all contract activities comply with statutory requirements.

 

Records Management: Serves as the Division's Records Management Liaison Officer (RMLO).

 

Process Development, Tracking, and Continuous Improvement: Assists in developing and implementing internal processes, workflows, and standardized protocols for tracking procurement, contract actions, and invoice payments, ensuring alignment with Chapter 287, Florida Statutes, Department policies, and other statutory/regulatory requirements. Maintains and updates the Division's procurement tracking system to enhance accountability, streamline operations, and support timely monitoring. Analyzes procurement and contract operations to identify opportunities for efficiency gains, including through automation tools (where feasible) and performance metrics; regularly reviews key performance indicators (KPIs) such as turnaround times, error rates, and other contract management benchmarks to drive data-informed enhancements. Collaborates with cross-functional teams and stakeholders to pilot new initiatives, gather feedback, refine approaches, document best practices, and foster a culture of continuous improvement that aligns with departmental goals and promotes regulatory compliance. Routinely meets with supervisor to discuss progress, challenges, and recommended improvements as requested.

 

Quality Assurance, Training, and Technical Support: Conducts procurement and contract folder reviews for thoroughness, accuracy, and compliance with Chapter 287, Florida Statutes. Acts as subject matter expert to staff in developing and processing procurement and contractual agreements in accordance with state purchasing statutes. Provides technical assistance to procurement and contract managers in resolving issues related to invoice processing and contract monitoring (fiscal, administrative, and programmatic). Prepares and delivers training to procurement managers to ensure understanding of processes, identification of efficiencies, timely submission/completion of contract deliverables, and compliance with purchasing statutes and rules.

 

Performs other related duties as required.

 

Required Knowledge, Skills, and Abilities:

The incumbent must have thorough knowledge of Florida public procurement laws and practices, including Chapter 287, Florida Statutes (Procurement of Personal Property and Services), related rules, competitive solicitation processes (ITBs, RFPs, RFQs), thresholds, exceptions, and contract administration requirements under Section 287.057(14); state purchasing policies, MyFloridaMarketPlace (MFMP) or equivalent systems, vendor management, and central purchasing coordination; contract management best practices (negotiation, monitoring, invoicing, amendments); records management principles; performance metrics, KPIs, process improvement methods, and quality assurance in procurement operations; and supervisory principles including performance evaluation, staff development, and disciplinary processes.

Key skills include strong supervisory and leadership abilities to direct, motivate, train, and evaluate a procurement team while fostering high performance and customer service; analytical and problem-solving skills to identify inefficiencies, resolve complex issues, and recommend data-driven improvements; excellent organizational and time-management skills to track procurement/contract lifecycles and meet statutory deadlines; proficient negotiation, verbal/written communication, and interpersonal skills for effective collaboration, training delivery, and technical guidance; technical proficiency in Microsoft Office (especially Excel), procurement tracking systems, and automation tools; and meticulous attention to detail for conducting reviews, audits, and ensuring compliance.

Preferred Requirements:

  • Certification as a Florida Certified Contract Manager (or willingness/ability to obtain/maintain per statutory requirements).
  • Experience obtaining or pursuing Florida Certified Contract Negotiator certification.
  • Prior supervisory experience in state government procurement or related public sector roles.
