POSITION DESCRIPTION: Audits and processes complex contract payments.  This includes tasks such as: reviewing contract payment requests for accuracy, completeness, and compliance with contract terms and Florida Statutes, Florida Administrative Code, directives, policies, procedures and generally accepted accounting principles.  Audit electronic contract invoices and review new contracts processed in the Contract Invoice Transmittal System (CITS) and the Electronic Estimates Disbursement (EED) mainframe system for mathematical accuracy, and compliance with Florida Statutes, and Department of Financial Services and Department of Transportation policies and procedures.  Audit invoices for fuel purchases made with the state fuel card in accordance with contract terms.  Maintains records of contract/supporting documents and updates payment ledgers for transactions processed on contracts.  Reconcile payment ledgers against Florida Accounting Information Resource (FLAIR) encumbrance balance.  Prepares and records adjusting entries as necessary.

 

Analyzes and monitors vouchers throughout payment process; follows up with correction and timely re-submittal of rejected vouchers from Department of Financial Services (DFS).  Analyze management reports on invoice compliance rates, late or rejected invoices, and interest payments.  Prepares detail analysis of errors by reviewing the transaction and/or follow up discussions with the audit staff and the Comptroller’s Office.

 

Reconciles discrepancies between payments recorded in the Department’s records and the Department of Financial Service’s records and process required adjustments. Analyzes carry forward encumbrances quarterly. Assist with the planning and processing of fiscal year end transactions, and other year end activities, including the analysis of errors noted and correctives actions.  Processes canceled checks, budget restorations, and requests for duplicate payments.

 

Resolves contract/invoice issues and/or discrepancies with project managers. Provides assistance/training to project managers and consultants concerning the agency’s invoicing procedures and invoice formats. Provides information to project managers with detailed contract payment information as requested using Department financial reporting resources.

 

Coordinate all Contract Funds Management (CFM) activities in a timely manner by updating the status of contracts in CFM verifying that an approved funds encumbrance was received before the execution and/or begin work dates of the contract and that all relative information is correct.  Research any problems and take corrective action as necessary.  Reconciles contracts for close-out and at completion of reconciliation, provides a write-up detailing discrepancies and contractual findings to the Contract Office.

 

Research and resolve payment inquiries from vendors and employees; effectively communicate results to requestors by email as well as by telephone; identify recurring issues and report statistical results to management.

 

Reviews reports on contract payment processes.  This includes tasks such as: performing periodic review and analysis of operations to ascertain adequacy of internal controls and timely and accurate operational efficiency, compliance with statutes, administrative codes, procedures and policies.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Microsoft Word and Excel. Skilled in performing work that requires a high level of attention to detail. Skilled in good customer service. Ability to follow oral and written instructions. Ability to establish and maintain working relationships with customers. Ability to work in a team environment with shared tasks. Ability to provide on-the-job training on accounts payable auditing, processing and systems. Ability to analyze, evaluate and test accounts payable system including making process and system improvement recommendations.  Ability to create and maintain spreadsheets that track and graph data and produce professional quality reports.  Ability to record, create and document accounts payable practices into written electronic and professional quality reports and procedures.  Ability to analyze transactions and reconcile accounting records.  Ability to utilize problem solving techniques. Knowledge of contract terminology and statutory regulations. Knowledge of accounting principles, practices and procedures. Ability to work independently and prioritize work assignments to meet deadlines. Skilled in auditing.

 

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university plus one year of accounting experience. The required bachelor's degree may be substituted on a year-for-year basis with professional business work experience, in addition to the one year of accounting experience.
