SPECIAL NOTES:
This is an employment opportunity for current employees within the State Personnel System.
Four (4) years of experience in the area of accounting and auditing, state government licensing regulation, customer service, or application of Florida laws and rules, regulations, and policies and procedures required. A bachelor’s degree from an accredited university may be used as an alternative for the years of required experience.
Additional requirements:
- Six (6) months relevant work experience in area of accounting and auditing, state government licensing regulation and/or customer service.
- Experience working in state government licensing regulation.
- Experience reviewing and analyzing reports, statements, documents and/or operating procedures.
- Experience using computer software such as Microsoft Office and Adobe.
- Experience answering questions and inquiries from the public, licensees, or regulated institutions relative to processes established by statutes.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
This position requires a security background check, including fingerprint as a condition of employment.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of basic accounting or auditing principles; Knowledge of the methods of compiling and analyzing data; Knowledge of monitoring techniques; Knowledge of basic mathematics; Knowledge of Chapter 497; Ability to review, analyze and evaluate data; Ability to examine financial records; Ability to understand and apply laws, rules, regulations, policies and procedures; Ability to conduct research and prepare reports; Ability to probe and obtain critical facts; Ability to utilize problem-solving techniques; Ability to plan, organize and coordinate work assignments; Ability to communicate effectively; Ability to establish and maintain effective working relationships with others; Ability to recognize the validity, authenticity and propriety of accounting and operating records.
BRIEF DESCRIPTION OF DUTIES:
Process new and renewal licenses pursuant to Chapter 497, Florida Statutes. Processing shall include, as applicable:
- Prepare and maintain a file on each applicant. Review files periodically to ensure that all deadlines required by state statutes and Department rules and regulations are met.
- Investigate the backgrounds of all applicants and officers of applicants to determine if there are grounds for denial.
- Review applications to determine that all questions are answered satisfactorily, the proper fee has been submitted and required supporting documentation is included.
- Make a thorough review of the financial statements. Ensure they are in conformance with GAAP and question entries that seem out of place.
- Correspond with applicants regarding application deficiencies. Review all responses to deficiency letters to determine the deficiencies have been resolved.
- Recommend approval to supervisor of all satisfactory applications. Recommend denial on any applicant who demonstrates grounds for such.
- Prepare a cover sheet for submission to the board with a recommendation of approval or denial. Ensure the cover sheet summarizes the salient facts affecting the application.
- Issue licenses, denial letters and /or other letters as required for initial and renewal license applications and update the licensing system.
- Ensure renewal notices are timely sent to each licensee.
- Submit requests for Informal hearings to the Board.
Work with the technology section and Office of Information Technology as needed to ensure the Department Licensing System meets the needs of the Division.
Ensure that requests for public records (license applications) are fulfilled. Respond to telephone and written inquiries regarding funeral and cemetery services law and regulations.
Assist management with various projects: such projects shall include preparing for meetings of the Board of Funeral and Cemetery Services; training licensees; making recommendations for changes regarding rules, legislation, operational procedures, or forms as needed. Support recommendations with research and written reports.
