Position Overview and Responsibilities:
This position reports to the Chief of Business Support Services. The position is responsible for assisting with planning and directing the Division of Real Estate Development & Management (REDM) Operations Budget and all Fixed Capital Outlay (FCO). This position serves as the central financial custodian for all Federal Grant Funded projects managed by REDM. The primary responsibility is to plan and direct the complete budgetary lifecycle of these grants, ensuring that all financial resources are in compliance with the department’s goals and their applicable federal guidelines and regulations.
In addition, the position is responsible for assisting with ensuring coordination and efficiency among administrative, financial and budgetary aspects and all statewide Fixed Capital Outlay (FCO) program activities by providing liaison and consultant capabilities for the solution of operational and management problems. This includes administering and directing the review and analysis of the Program Operations Budget and FCO budgets for all agencies statewide in addition to managing all FCO appropriations for projects designated the responsibility of the Department of Management Services. Specific duties include Managing financial projects assigned by the Director or Real Estate Development and Management and the Chief of Business Support Services. This includes providing consultation to leadership in the areas of FCO.
- Compiling and evaluating data to identify inconsistencies or quality issues such as duplicate records or missing records and making recommendations of whether to correct, exclude, or highlight suspect data.
- Administering and directing budgets for grant funded projects under the responsibility of the REDM.
- Assisting with administering and directing the financial planning, forecasting and determining the need for releases and securing releases for design, bidding or construction phases of REDM projects.
- Assisting with directing the preparation of the releases for design, bidding or detailed back-up data for forecasts and estimates and submiting them to the Chief of Business Support Services for review and approval.
- Timely providing detailed reports and other requested information to the applicable divisions, budget office, and Office or Planning and Budget to ensure sufficient budget authority to expend funds for construction projects.
- Reviewing operations budget, developing solutions to operational budget problems. Plans, administers, directs and coordinates consultative programs related to budget issues on projects responsibilities designated to the Department of Management Services.
- Performing independent analysis and research on program budget (operations and FCO) issues. Follows up on project development work for the director, including running status and exception reports from Fixed Capital Outlay Management System (FCOMS).
- Performing special assignments relating to the division’s financial management. Drafting audit responses and follow-up on implementation.
- Preparing financial analysis on State Agencies proposed FCO requests to the Legislature and prepares financial analysis of the Governor's and Legislature's recommendations for FCO to be managed by the Department of Management Services.
- Preparing financial forecast of the division's expense and revenue projections.
Knowledge, Skills, and Abilities:
- Knowledge of accounting, auditing, and grants management principles, theory concepts, and practices.

- Knowledge of methods of data collection and analysis.
- Knowledge of State and Federal regulations, rules, and guidance, including but limited to allowable activities, contract development, grants management, grant reporting and performance, and Single Audit requirements.

- Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Minimum Qualifications:
- Professional business, financial, or accounting experience that includes the handling of appropriation or budget documents or related transactions and utilization of the State of Florida’s budgeting computer system.
- Experience with State of Florida budget preparation and administration.
- Skilled in the management of both Operating and Fixed Capital Outlay budgets.
- Knowledge, skills and abilities associated with the principles and practices of budget and financial management.
This position requires sedentary work with repetitive motion.
