SPECIAL NOTES:

This is an internal agency employment opportunity for current employees, including OPS, of the Department of Financial Services, the Office of Financial Regulation, and the Office of Insurance Regulation.

 

A bachelor’s degree or higher with a major course of study in accounting or related field preferred.

 

Requirements:

  • Experience reviewing, analyzing and reconciling Departmental FLAIR to Central FLAIR.
  • Experience processing disbursement entries in Florida Accounting Information Resource (FLAIR).
  • Experience in the annual financial statement process and the completion of various forms and schedules

 

 

Additional Preferences:

  • Working knowledge of FLAIR accounting system, such as organization code, fund, budget entity, general ledger codes, object codes, transaction codes and related code structures.
  • Ability to determine work priorities and ensure proper and timely completion of work assignments, including multiple and complex projects
  • Four (4) or more years of professional accounting, bookkeeping, auditing, or financial reporting experience.

 

This position requires a security background check, including fingerprint as a condition of employment.

 

The work hours are Monday - Friday, 8:00 a.m. - 5:00 p.m.  

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:

This is a professional position in the Office of Finance & Budget.  The primary duty is to function as Financial Statement Coordinator, transfer confirmations, & the reconciliation of the agency’s financial accounts to ensure they are balanced and accurate which includes financial research, reconciliation and management reporting requiring independent judgment and initiative.  This requires working knowledge of FLAIR schedule of allotment balance reports, payroll and budget for the divisions as well as FLAIR accounting information. The position works under the general supervision of the Financial Administrator, Reporting and Reconciliation Section, Office of Finance and Budget but works independently in developing work methods and sequences in Financial Management to provide support for DFS accounting functions, and assisting with policy, procedure development and reporting while using independent judgement that is involved in DFS financial accounts.  Daily and periodic responsibilities include, but are not limited to the following:

 

Coordinates the Department’s annual financial statement preparation process across all Divisions/Bureau/ Offices.  Prepares and maintains year-end closing activities calendar in conjunction with Division/Office, as assigned and appropriate.  Provides periodic updates to management and others regarding year-end closing activities.  Completes any assigned year end analyses, worksheets, or statements, supporting schedules and prepares any necessary adjusting entries and applicable statewide financial statement forms so they may be submitted by due date set by the Department of Financial Services, Division of Accounting and Auditing, ACFR.  Maintains records of the InterFund (outside agencies) and IntraFund (internal) transfer records on a quarterly basis, researching and reconciling any variances identified.  Performs monthly trial balance review of agency trust funds.

 

Timely and accurately reviews, analyzes and reconciles all agency Florida Accounting Information Resource System (FLAIR) Departmental funds to Central accounts on a monthly basis which includes expenditure 7xxxx GLs, revenue 6xxxx GLs, and cash 1xxxx GLs using FLAIR trial balance report to ensure GL’s are reconciled.  Gathers, extracts and loads Department and Central FLAIR records into reconciliation tool to produce reports that will be used to reconcile revenue receipts and disbursements.  Performs thorough, adequate research for which discrepancies are timely and accurately corrected within the month or are noted in variance notes of reconciliation activities.
