MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university with major course work in accounting, finance, economics or risk management and four (4) years of professional experience in auditing, accounting, examining, analyzing or investigating financial data.
A master’s degree from an accredited college or university can substitute for one (1) year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:
General: Provides oversight to the Financial Operations Section, which includes Accounting and Contract Management, as well as oversight of Procurement and Grants Management. Serves as backup to the Financial Operations Manager in the supervision over the division’s financial resources.
Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
Assists Section Manager with the preparation of the federal State Administrative Expense (SAE) plan annually. Assists with the preparation of the division's Legislative Budget Request (LBR), Long-Range Program Plan (LRPP), and operating budget annually along with supporting documentation for review and approval by the Division Director. Provides assistance to Office of Policy and Budget staff concerning information included in the LBR, LRPP, and all other division budget matters.
Assists Section Manager with the development of spending histories, forecasts, workload reports and other documentation for inclusion in budget requests; reviews proposed legislative budget requests/exhibits for accuracy and correctness. Advises division management of the status of program budgets and informs them of proper utilization of funds to reach program objectives.
Coordinates and supervises the workflow of the Financial Operations Section, including oversight of processing and tracking of purchase requisitions, P-Card issuance and contract requests. Establishes section goals and objectives that support the division’s mission and performance measures. Ensures all staff functions and procedures are documented, performance expectations are up to date with appropriate measures, and backup staff are efficiently trained.
Reviews and approves contracts and purchase requisitions for goods and services. Ensures that all division purchase orders and contracts are reevaluated each year and changes are made within required timelines. Evaluates contracts (initial and ongoing), including the development of monitoring instruments, and makes recommendations for continuing, modifying or canceling contracts. Provides assistance to division staff on the preparation of material for formal bidding and any necessary back-up material. Works with the Director of Purchasing on questions related to division solicitations and serves as a liaison between the two offices.
Assists Section Manager with the preparation of documents for state and federal audits. Ensures the timely submission and accuracy of all departmental reports related to division finances. Responsible for certifying required reports to USDA by established deadline. Such reports include, but are not limited to, FNS-13, FNS-418, FNS-10, FNS-13, FNS-828, quarterly grant reports, and FFVP reports.
Reviews regulatory policy directives and formulates procedures for implementation of such policies that relate to the division’s business operations. Provides guidance to staff and all stakeholders regarding the division’s financial management system and policies and procedures and resolves related issues and concerns timely.
Assists with the emergency management functions of the bureau during periods of disaster; maintains a p-card purchasing limit in excess of $35,000. Performs other related duties as required or assigned.
