MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and four (4) years of professional experience in consumer complaint program work, business administration, customer or public relations, investigations; or administrative work and/or professional regulation, or a field related to the area of responsibility.
A master's degree from an accredited college or university can substitute for one (1) year of the required experience.
Professional or technical experience as described above can substitute on a year-for-year basis for the required college education.
Requires possession of a valid Driver’s License.

JOB DUTIES:
General: Designs, implements, and coordinates the claims processing financial information management systems for Florida Department of Agriculture and Consumer Services (FDACS) Child Nutrition Programs. Sets the standards for reporting of fiscal information by sponsors.
Receives, reviews, processes, and pays all FDACS Child Nutrition Program claims correctly and promptly.
Prepares and files United States Department of Agriculture (USDA) reports in a timely manner. Prepares monthly, quarterly, and annual program reports for submission to USDA including assembling, analyzing, reconciling, calculating, interpreting, and synthesizing data such as reimbursement claims paid, not processed or not received, and number of meals by free, reduced and paid students. Examines completed reports for validity, accuracy and impact on future program decisions and funding requirements.
Provides technical assistance to sponsors on recordkeeping and reporting requirements, which includes training on the transmission and retrieval of data from the Child Nutrition Programs System.
Prepares the fiscal and program reports as required by FDACS, USDA and other agencies. This includes claims projections based on historical data. These projections assist with the annual Legislative Budget Request for Claims authority, anticipated expenditures on the state and federal fiscal years. Prepares financial and/or program reports as directed.
Responsible for the reconciliations of meals to earnings with Finance and Accounting and USDA. Reconciles claims payments with Finance and Accounting to ensure accuracy and completeness.
Coordinates, maintains tracking, and takes the lead for the response of information and public record requests for Program Integrity section. Responds to audit requests for claims data.
Prepares sponsor training materials for claims submission and creates the necessary yearly updates timely.
Uses the Food, Nutrition and Wellness data systems to monitor all aspects of the Food and Nutrition programs. Assists and makes recommendations to the design and execution of computer processing/management information system development for claims processing.
Coordinates with USDA in obtaining funds through approved procedures and ensures availability of funds for reimbursement of claims. Balances are monitored closely; possible concerns are anticipated and communicated timely to the necessary staff. Facilitates communication among Finance and Accounting, the Budget Office, and USDA to ensure availability of entitlement dollars for the claims submitted by sponsors in the Child Nutrition Programs.
Performs other related tasks as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of standard business formats and styles for letters and business forms, office procedures and practices, principles and techniques of effective communications, and skill in typing.
- Knowledge of USDA Child Nutrition regulations.
- Ability to understand and apply applicable rules, regulations, policies, and procedures, organize files and other records, perform basic arithmetic calculations
- Ability to use correct spelling, punctuation, and grammar
- Ability to type letters, memoranda and other standard business forms in correct format.
- Ability to operate general office equipment, handle telephone calls in a courteous and effective manner, plan, organize, and coordinate work assignments, communicate effectively, establish and maintain effective working relationships with others, use problem-solving techniques, and work independently.
