POSITION DESCRIPTION:  Implements procedures according to the permitting authority of the department over the opening and closing of public railroad-highway grade crossings in the State, arranging where necessary for due process under Administrative Procedure Act, Chapter 120.57, Florida Statutes. Serves as the department’s contact on all opening and closing requests and makes recommendations to the Rail Operations Administrator, as to the department’s position on the requests.  Develops Stipulations of Parties and Notices of Intent for processing.

 

Provides direct support to Rail Capacity Production Engineer with managing construction contracts for rail and freight construction projects, including Central Florida Freight Rail Capacity (S-Line), Florida Improvement Program (statewide), National Freight Program (ACFP), the Strategic Intermodal System (SIS) and Growth Management (GM) projects. Ensures contracted production schedules are met; and assists in managing contracts for rail and freight consultants.

 

Performs field inspections and evaluations of rail crossings and rail crossing sites, as needed, for the public railroad-highway grade crossings opening and closure program. Coordinates activities between the central Rail Office, district Rail Offices, railroad companies, and external stakeholders.

 

Participates in city and county government meetings and community forums on the openings and closures of public railroad-highway grade crossings in the state.

 

Assist with managing the Rail Highway Crossing Inventory (RHCI) software and program.

 

Prepares and publishes ongoing reports to the districts, management, and rail companies on status of crossing openings and closures. Maintains updated online computer files and opening/closure database. Assists in periodic updates of Rail forms, policies, and procedures.

 

Maintains liaison with districts, local governments, railroad companies, Federal Railroad Administration, and rail stakeholders.

 

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of program management. Knowledge of transportation planning process. Knowledge of project scheduling and management. Knowledge of rail practices and laws. Knowledge of personal computers and applications. Knowledge of group facilitation and negotiation. Skill in contract management including monitoring of contract activities, schedule and budget. Skill in communication, writing, presentation, and organization. Skill in dealing with people, adaptability, and conflict resolution. Ability to analyze, plan and develop data as it relates to rail transportation. Ability to establish and maintain effective working relationships with others. Ability to prepare correspondence and reports relative to work requirements. Ability to inspect rail construction projects (extensive walking, climbing and lifting up to 50 pounds).

 

MINIMUM QUALIFICATIONS:  A bachelor's degree from an accredited college or university and three years of professional experience in the field of transportation to which the position is assigned. A master's degree from an accredited college or university in engineering, planning or transportation can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
