The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position’s primary responsibility is for the functions of management and fiscal operations in the Bureau of Financial Management, including but not limited to:
- Responsible for daily management, coordination, supervision, and prioritization of all fiscal operations management activities of FDEM.
- Work with all FDEM programs to manage and track the financial coding and financial transaction data, in the processing of invoices, revenues, payroll, requisitions, purchase orders, and travel vouchers for reimbursements; maintain proper documentation of expenditures; prepare requests for payments and monitor expenditures for items and services that are obtained via purchase orders, requisitions, and contracts through the State of Florida’s accounting, financial, budgetary, and procurement systems including but not limited to, Florida Accounting Information Resource (FLAIR) / Florida Planning and Accounting, and Ledger Management (PALM) / Florida Accountability Contract Tracking System (FACTS) / My Florida Market Place(MFMP), and the Florida Division of Emergency Management’s Enterprise Solution System (DEMES).
- Develop and maintain appropriate financial records for expenditure tracking, reconciling, and closing out federal funding awards and identifying applicable state matching funds.
- Coordinate with the appropriate federal agency the submission of all grant applications – includes coordination with the appropriate program staff. Monitor all expenditures for all grant awards tracking expenditures, encumbrances, balances, and completes the reconciliation and closeout of all grant awards.
- Provide assistance to the P-Card Administrator, when necessary, in the issuance/cancellation of P-Cards and in reviewing P-Card charges.
- Analyze business processes and data to identify opportunities for improvement and innovation
- Identify, assess, and manage risks associated with financial services and make recommendations for improvement.
- Work with FDEM’s Technology Administrators to assist in identifying and implementing solutions involving finance and technology.
- Responsible for monthly reconciliations of financial activity.
- Direct staff in the daily pre-audit and payment of all FDEM general financial obligations to ensure that payments are accurately and timely recorded.
- Provides and participates in year-end closing activities related to certification forward of outstanding obligations, financial statement preparation, and other year-end closing activities as applicable.
- Develop division-wide and internal policies and procedures as required for the functions of the unit.
- Complete special projects, as required, related to internal and external requests.
- Provide administrative, operational, and financial support as required during activation of the State Emergency Operations Center (SEOC).
- Perform other related duties as assigned and work during Emergency Operation Center (EOC) activation in support of emergency response and recovery efforts, as well as any other Division related EOC support needs.
Knowledge, Skills, and Abilities:
- Knowledge of business development and technical relationship management.

- Knowledge of State of Florida’s accounting principles, auditing, financial, budgetary, and procurement systems (including but not limited to FLAIR/SAMAS/MFMP/FACTS/DEMES).

- Ability to work independently, with other state and federal staff and liaisons in the management of program grants and assigned related responsibilities.
- Ability to utilize financial and data analysis software.
- Ability to work extended hours (including nights, weekends, and holidays) during emergency activation and to be deployed up to 14 days in response to disasters, with little or no notice.
Minimum Qualifications:
- A minimum of four years’ experience in financial management, accounting, or a similar field.
- A minimum of two years' experience in a supervisory/manager role.
Preferred Qualifications:
- Experience with Salesforce (this does not include Statewide Travel Management System).
