The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, telecommunications, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:

This position is responsible for assisting the Budget Director in the management and oversight of all department reporting, polices, and procedures; acts as the department’s Lead for federal reporting and tracking as it relates to natural disasters or other emergency events;  participates in the development of the legislative budget request and schedules to ensure accuracy.

The position ensures coordination and efficient communication among the Division of Administration and customers in regards to financial and budgetary aspects as well as completeness and correctness of the Divisions’ reports, policies, and procedures. The employee is responsible for analyzing and reconciling financial reports.

  • Review statutory and administrative rule requirements, other relevant governing guidelines, and business processes and make recommendations for fiscal policy modification and/or process improvement
  • Investigates, assesses, analyzes and provides innovative solutions for budget issues and or problems in a timely manner.
  • Performs other related tasks as required.

Knowledge, Skills and Abilities: 

  • Knowledge and skill in project management, process improvement, and performance measurement. 
  • Skilled in financial analysis and evaluation, financial reporting, and financial control.
  • Ability to problem solve by analyzing, interpreting and applying appropriate guidelines and regulations.
  • Ability to communicate effectively both orally and in writing across a broad audience spectrum.
  • EXCEL power user and skilled at using a computer system running the Microsoft office suite product.

  • Florida Budget and accounting processes, principles and practices;
  • Ability to collect, evaluate and analyze data.

  • This position requires sedentary work and repetitive motion. 

Minimum Qualifications:

  • Bachelor's degree in Finance, Business Administration, or similar field, or four years of progressively responsible experience in financial, business administration, project management or related field can substitute for the education.
  • At least two years’ experience in conducting financial analyses and financial reporting is required.
  • Two years’ experience with Florida budget and/or accounting processes, principles and practices.
  • Ability to collect, evaluate and analyze data.
  • Knowledge and experience with state of Florida budget processes is preferred.
