Your Specific Responsibilities:
This is highly responsible technical and administrative work in planning, directing, and coordinating a regional procurement system for the department. The scope of these responsibilities also includes procurement support for county health departments (CHD). This position has overall supervisory responsibility for central office and diversified purchasing/contracting activities of the department. The incumbent directs and coordinates the development, implementation, and monitoring of all procurement-related activities and provides administrative support and technical assistance to department personnel.
Develop, implement, and monitor the department procurement system to equitably and efficiently distribute and control the procurement workload.
Supervise the diversified activities of the purchasing office. Implement and refine operating procedures to ensure the efficient and effective delivery of purchasing services. Supervise the development of bid specifications, advertising, and bidding procedures; and the establishment of commodity/service contracts. Assist in the administration of the performance audit system used to audit all departmental purchasing operations. Responsible for the supervision of staff including appraisals, planning and directing work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.
Develop and direct the training of purchasing personnel on procurement matters. Develop a cross-training program for central office purchasing to ensure all staff can perform multiple purchasing activities. Assist in the development of an ongoing training programs and conduct workshops for CHDs and central office staff.
Research, develop, and maintain purchasing policies and procedures. Develop and update purchasing desk reference for non-purchasing staff.
Coordinates exceptional purchase requests.
Review state, federal and internal audit reports as they relate to procurement discrepancies and recommend procedures to resolve cited problems. Resolve complaints and problems relative to procurement activities.
Coordinate purchasing system to be used by the Disaster Response Unit (DRU). Participate at the State Emergency Operations Center and SHEOC, as required.
Performs other duties, as required.
Required Knowledge, Skills, and Abilities:
- Proficient in standard Microsoft Office applications (Outlook, Excel, Word, PowerPoint, etc.)
- Ability to communicate effectively verbally and in writing, using proper grammar and language skills
- Ability to maintain a strong attention to detail when developing and reviewing complex solicitation documents
- Ability to multi-task on different projects to meet deadlines
- Skill in use of a personal computer
- Ability to utilize problem-solving techniques
- Ability to adapt to change and learn
- Ability to work independently and make routine decisions with minimal direction
- Strong organizational skills
- Critical thinking and strong analytical skills
- Knowledge of Florida Statutes and Florida Administrative Code
Qualifications:
- High school diploma or equivalent
- At least 8 years of professional experience in procurement, managing complex competitive procurements, writing policies and procedures
- At least 5 years of supervisory experience
Preferred:
- Florida Certified Contract Negotiator (FCCN)
- Experience with MyFloridaMarketPlace (MFMP)
