MINIMUM REQUIREMENTS:

 

A bachelor’s degree from an accredited college or university and five (5) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity; or

 

A bachelor’s degree from an accredited college or university with a major in one of the computer sciences or management information systems and four (4) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity; or

 

A master’s degree from an accredited college or university in one of the computer sciences or management information systems and three (3) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity; or

 

A doctorate from an accredited college or university in one of the computer sciences or management information systems and two (2) years of supervisory experience in data processing (excluding data entry); or

 

Completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry) and six (6) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity. 

 

Experience in data processing (excluding data entry) can substitute on a year-for-year basis for the required college.

JOB DUTIES:

 

Responsible and accountable for managing the budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that the GIS program has operational procedures and processes which result in accountability and compliance with department policies and procedures.

 

This position is responsible for leading the planning and design, development, implementation, and management of a comprehensive Enterprise Geographic Information System program for the Department. This position is responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making by exercising primary responsibility for GIS-related operations. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion.

 

Directs the Enterprise Geographic Information System (GIS) team engaged in the design, maintenance, and production of geospatial data and maps while utilizing GIS for the purpose of geospatial planning and analysis work. Plans, delegates, and prioritizes work assignments in accordance with departmental or agency objectives; monitors production standards and capabilities and ensures the maintenance of adequate quality and quantity of work; develops and organizes in-service training programs designed to familiarize staff members and GIS users with new and updated GIS and geospatial techniques and methods. Responsible for ensuring adherence to established ISDM and change management policies and procedures.

 

Provides oversight of the department’s GIS systems, software, and processes. Directs and monitors the work performance of subordinates and provides counseling to develop skills and correct deficiencies. Makes staffing decisions, approves timesheets, leave requests, and recommends timely disciplinary actions as needed. Coordinates or supervises activities of information systems staff in an agency to ensure continuing operations, maximize returns on investments, and increase productivity.  Develops performance standards and evaluates work in accordance with established standards.

 

Leads strategic planning and governance for the GIS program. Develops and maintains the enterprise GIS framework that serves as the authoritative source for FDACS geospatial data. Ensures that GIS design standards and guidelines for data development, data integration, and data maintenance as adhered to. Ensures that the GIS team is responsive to GIS requests and provides a stewardship plan that ensures the integrity, accuracy, and timeliness of data. Actively promotes GIS/GPS data sharing and integration. Develops policies and procedures.

 

Prepares, administers, and/or reviews purchase orders, contracts, or other expenditures related to the GIS program. Ensures compliance with the department's information technology life cycle. Review contract proposals and information system development deliverables for integrity, integration, compatibility, and quality.  Ensures the appropriate or assigned staff has sufficient training in the use of GIS software, procedures, and standards. Keeps supervisor informed of operational and project progress. Prepare project reports or presentations as required.

 

Performs related work as required including, but not limited to, adherence to the policies and procedures of the department’s Information Resource Security Program and allocates time as requested for Disaster Recovery activities.

  • Ability to work with new material or information to grasp its implications.
