MINIMUM REQUIREMENTS: 
 

A bachelor’s degree from an accredited college or university and four (4) years of experience in computer systems analysis, computer programming or in planning or designing distributed computer systems; or
 

A bachelor’s degree from an accredited college or university with major course of study in one of the computer sciences or in management information systems and three (3) years of experience as described above; or
 

A master’s degree from an accredited college or university with major course of study in one of the computer sciences or in management information systems and two (2) years of experience as described above; or
 

A doctorate from an accredited college or university with major course of study in one of the computer sciences or in management information systems and one (1) year of experience as described above; or
 

Five (5) years of experience as described above and either (1) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems. 
 

Experience as described above can be substituted on a year-for-year basis for the required college education. 
 

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.
 

Requires possession of a valid Class E driver license.

JOB DUTIES:
 

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of subordinates.  Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed.  Approves timesheets and leave requests.  Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.
 

This position, in coordination with the Office of Agriculture Technology Services (OATS), will lead the planning, development, implementation, and management of a comprehensive Enterprise Geographic Information System (GIS) for the Florida Forest Service (FFS).
 

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
 

Provides oversight of FFS GIS applications statewide for Forest Management, Forest Protection, and Field Operations. Meets with users to analyze and evaluate system requirements; creates functional and technical specifications, including E/R diagrams; directs database design, produces physical scheme diagrams; participates in user testing and training; supervises data conversion from existing databases, including documentation and implementation of applications. Coordinates and manages GIS databases using ArcGIS Pro, ArcGIS Online, Oracle, and other database software. Oversees the maintenance of the FFS data dictionary for all internally generated GIS layers. Coordinates the development and delivery of training opportunities for FFS staff on GIS/GPS procedures and software. Ensures assigned staff has sufficient training in the use of GIS software, as well as policies, procedures, and standards for FFS applications. This position will formulate and recommend new or changes to existing standards, policies, and procedures relating to GIS/Global Positioning Systems (GPS). Additionally, the incumbent will provide recommendations to senior leadership on how to best utilize GIS/GPS technologies to increase the FFS's efficiency, effectiveness, and productivity. Negotiates and monitors contracts with OATS and technical specialists that aid in the development of the GIS/GPS. Prepares, administers, and/or reviews purchase orders, contracts, or other expenditures related to the GIS/GPS program.
 

Conducts geospatial analyses as needed to support the FFS goals and objectives. Uses various programming maintenance tools, such as Visual Basic, AML, XHML, or Java, to develop and maintain software and project applications for GIS.
 

Ensures compliance with the department's information technology life cycle. Reviews contract proposals and information system development deliverables for integrity, integration, compatibility, and quality. Keeps supervisor informed of project progress.
 

Develops and implements recommendations for system design and enhancements.  Communicates with FFS staff to gather information, determine requirements, and solve operational problems. Researches and analyzes new hardware and software products for FFS GIS use.
 

Actively promotes GIS/GPS data sharing and integration.  Captures data in different formats using global positioning system equipment and other means, which may require the implementation of data conversion programs.
 

Performs related work as required.
