Your Specific Responsibilities:

The purpose of the Office of Broadband is to assist communities throughout Florida with expanding broadband internet access.  The Office of Broadband uses strategies, planning, studies, and partnerships of various programs around the state and available within the Department of Commerce, Division of Community Development (DCD) to energize economic growth and create jobs for families in Florida. This includes providing education and information to local leaders, local, regional, and state organizations, business leaders and others, to encourage communication and collaboration among our partners, state and federal agencies and the private sector.

This position works as a project manager and liaison within the Division of Community Development’s Office of Broadband and is  responsible for coordinating projects between the Office of Broadband and contractors  and/or consultant’s hired by the Office of Broadband.

 

  • Provide project management and/or business analyst services to ensure Broadband projects and initiatives are  met.
  • Provide technical support to Office of Broadband personnel to ensure key elements of the Office of Broadband mission are being delivered in a timely and complete manner. 
  • Serveas product owner for the Office of Broadband for current and future applications – this includes gathering information from all stakeholders necessary to determine application-specific direction and priorities
  • Partner with Office of Broadband teams to analyze manual processes for improvement and provide recommendations to Office of Broadband management on potential areas of improvement.
  • Research approaches used by other State of Florida Agencies to identify projects that would benefit the Office of Broadband, or approaches that can be re-used.
  • Actively propose continuous improvements for the Office of Broadband’s IT needs.
  • Work with Office of Broadband staff to identify common needs and propose enterprise solutions.
  • Assist in the installation, development, and management of ESRI ArcGIS Enterprise Environments and ESRI desktop software.
  • Assist with the administration and maintenance of the ArcGIS Online Environment.
  • Participate in scoping activities through providing technical input on proposed GIS and technical processes.
  • Design, lead, and maintain complex data structure models, including upkeep of documentation.
  • Provide technical Geographic Information System(GIS) support to internal and external business stakeholders in the use of GIS web map services and ArcGIS Enterprise (Portal & ArcGIS Server).
  • Collaborate with IT to ensure Office of Broadband software complies with established IT policies, procedures, practices, and methodologies.
  • Perform other technical assignments needed to support Application Services. These assignments include, but are not limited to Portal user account management, metadata collection and maintenance.
  • Work with the Office of Broadband leadership and other staff to investigate new technologies.
  • Assist with Office of Broadbands website updates/administration.
  • May support graphics/Publication Support & Design for the Office of Broadband webpage.
  • Other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of SQL Server and Geodatabase principles.
  • Knowledge of data processing methods primarily utilizing arcpy.
  • Knowledge of ArcGIS Online, ArcGIS Hub, and ArcGIS Enterprise administration practices.
  • Knowledge of project management and business analyst concepts, techniques, methodologies, and practices.
  • Ability to effectively communicate, both verbal and written, with a wide range of audiences.
  • Ability to communicate technical information.
  • Ability to collaborate and coordinate with business owners and customers, business analysts, project managers, and IT managers and staff.
