DUTIES & RESPONSIBILITIES:

This is independent and complex consultative work assisting management in the coordination of financial matters affecting division operations, policies, goals, and objectives.

 

Serves as one of the Division' s Contract/Grant Mangers. Seeks new contracts/grants and assists division employees with the application process and ensuring each are established within the guidelines and procedures of the division. Responsible for division compliance with federal and state laws and polices related to grants. Makes policy and procedure recommendations to assure division compliance and accountability. Recommends changes to streamline and improve processes.

 

Tracks and manages grants for the Division to include applications, expenditures, extensions, reporting and revenues received.  To ensure all purchases, reporting and billings are completed by the due dates and in compliance with the grant agreements.

 

Assists program areas with submission of purchase order requests review, budget information and tracking, with purchases related to grants.

 

Serves as one of the Agency Grant Managers where the Division of Law Enforcement is the primary user. Responsible for implementing and coordinating agency contracts/ grants-related policies and procedures and administering grant activities across the Agency. 

 

Assists with the routing, review, and preparation of the Division’s contracts. 

 

Assists with Division’s solicitations as assigned, responsible for the guidance, assisting with the preparation, review and coordination of solicitation information for submission to Purchasing Office that includes invitations to bid, requests for proposal, invitations to negotiate, requests for information, and request for statement of qualifications, and single source over $ 35K. Works as the procurement liaison for the division and also serves as one of the Division Pcard Advanced buyer.

 

Assists the program areas with submission of purchase order requests review and tracking.

 

Monitors and assists with the administrative functions of contract/ grant financial management and works directly with Division employees and Finance and Budget employees to ensure the proper handling of the financial information and reporting. Provides assistance and recommendations to program managers and budget office staff in meeting federal, state and agency planning requirements including contract/grant budget preparation and projections of work - year allocations. Assists program managers and budget office staff in the preparation, planning and development of the budget and program output commitments.

Pulls financial reports and analyzes the data to help monitor or expend the grant/contract, assists with release requests for the division.

 

Works directly with supervisor and other budget office staff, in the preparation and administration and monitoring of budgets and confidential personnel related information pertaining to contract/grant funding allocation.

 

Assists during emergency response with purchases, tracking expenditures, back-up documentation and reimbursement requests. 

 

Participates on agency grant, contract and teams/committees as needed.

 

Performs other duties as required and assigned.

 

 

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of Excel, formulas, and pivot charts functionality to use in data analysis.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to assess budgetary needs.
  • Ability to formulate policies and procedures.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.
  • Ability to conduct fact finding research.
  • Ability to solve problems and make decisions.
