The Work You Will Do:

This is a highly responsible position that reports to the Senior Management Analyst II -SES in the Bureau of Economic Self-Sufficiency, within the Division of Community Development. This position serves as a budget liaison responsible for coordinating with the Office of the Deputy Secretary, Shared Services, budget team, and the Division of Finance and Administration, including the Bureau of Financial Management, the Bureau of Financial Monitoring and Accountability, the Bureau of Budget Management, and the Bureau of General Services Procurement unit  in maintaining and improving operational procedures and serves for the division, including procurements, special projects, and bureau reporting.

The LIHEAP, CSBG, WAP, and LIHWAP programs are federally funded programs that assist income-qualified households with a multitude of assistance services ranging from utility bill assistance, self-sufficiency programs, to energy efficient housing repairs. The Florida Department of Commerce administers the four programs and allocates funding directly to a network of community action agencies, non-profit organizations, and local governments which are known as local agency providers, located throughout the state of Florida.

Pay:  $60,000 - $65,000/Annually, based on experience

 

Your Specific Responsibilities:

This is a highly responsible position that reports to the Senior Management Analyst II -SES in the Bureau of Economic Self-Sufficiency, within the Division of Community Development. This position serves as a budget liaison responsible for coordinating with the Office of the Deputy Secretary, Shared Services, budget team, and the Division of Finance and Administration, including the Bureau of Financial Management, the Bureau of Financial Monitoring and Accountability, the Bureau of Budget Management, and the Bureau of General Services Procurement unit  in maintaining and improving operational procedures and serves for the division, including procurements, special projects, and bureau reporting.

 

Coordination of actives with the Deputy Secretary’s Shared Services Budget team, Department’s Division of Finance and Administration, Bureau of Budget Management, Bureau of Financial Management, Bureau of Financial Monitoring and Accountability, and Bureau of General Services, Procurement unit Legislative and Cabinet, and the Office of the Inspector General.

Lead  and coordinate bureaus operating budget projects, and exercise indpendent judgment in identification and development of bureaus resources, tools, and process improvements, including:

  • Maintaining, monitoring, and developing project plans and project schedules.
  • Documenting and following up on important actions and decisions from meeting.
  • Preparing status reports by gathering, analyzing, and summarizing relevant information.
  • Maintaining special projects and other process tracking; tracking and updating records.
  • Facilitating meetings as needed for project coordination, identifiying potential participants as appropriate and/or ensuring that appropriate staff/personnel attend.
  • Facilitating monthly and quarterly reviews with the Office of the Deputy Secretary, Bureau of Financial Management, the Bureau of Financial Monitoring and Accountability, and Bureau of Budget Management to analyze and evaluate areas for improvements. 

 

Serves as the liaison between the Bureau of Financial Management and the Bureau of Budget Management to monitor and manage expenditures against budget authority and available revenue.

Assists administrative and program staff in the completion of required Bureau operating budgets. 

 

Reviews and analyzes data and prepares monthly financial reports regarding expenditures and encumbrances against grant budget allocations. Consults with appropriate bureau or division staff when variances occur. Identifies problems and recommends solutions to Deputy Secretary and/or Shared Services Budget team.

 

Responsibilities include other related financial activities such as expenditures for the State Purchasing Card and MyFloridaMarketPlace requisitions for the Bureau. 

 

Participates in audits and management reviews and coordinates in the resolution of findings and the development of corrective action plans. Coordinates with other administrative and program office staff as appropriate.

 

Performs other related duties as required.
