MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A master’s degree (6 years) from an accredited college or university and one (1) year of required experience as listed above.
Possession of a valid Class E Driver License.

OFFICE DESCRIPTION:
The Office of Energy (OOE) is a dynamic and fast-paced environment where staff work together as a team to develop public policies and programs that support Florida for a more diverse, stable, reliable, and resilient energy portfolio. Using available state and federal funds, the OOE develops and manages energy efficiency, renewable energy, energy education, alternative fuel technology, and similar energy programs throughout the state.
OOE is comprised of two separate, but interconnected teams: The Grants Team and The Policy Team.
- The Grants Team utilizes state and federal funds to develop, implement, oversee, and monitor programs that support energy efficiency and resilience in local communities across the state. The Team adheres to specific state and federal guidance, ensuring compliance is met by OOE and all subrecipients awarded funding.
- The Policy Team works closely together as all of Florida’s energy sectors are interdependent, with the potential to impact our water, air, and our quality of life. Each Policy Team member is responsible for a specific area. Policy areas we focus on include:
- Energy Education, Vocational Training, and Workforce Development

- Florida Building Codes and Energy Efficiency

JOB DUTIES:
This position is responsible for administrative oversight, development and implementation of grants/contracts for the State Energy Program (SEP), the Energy Efficiency Conservation Block Grant (EECBG) and any other grant programs administered by the Office of Energy (OOE). Develops and administers all phases of grants/contracts, develops program-specific core grant and contract agreements, and develops management tools for data collection and program evaluation. Assists with input and upkeep of the U.S. Department of Energy Performance and Accountability for Grants in Energy (PAGE) Reporting System. Assists with generation of federal funding requests and amendment requests for existing federal funding awards.
Facilitates and provides training and technical assistance, consultative services and support to grant/contract subrecipients related to implementation and closeouts. Reviews subrecipient procurement policies for acceptability based on consistency with program procurement regulations. Provides technical assistance to grantees and consultants regarding labor standards and procurement requirements. Works with grantees, engineers and consultants to resolve any issues. Provides staff support to advisory boards and commissions.
Performs on-site analysis of operational problems in the implementation of grants/contracts.
Conducts desk monitoring activities according to department guidelines for SEP and other funded projects and assists in solving problems relating to monitoring, audit reports and findings, preparing and processing annual financial reports and obtaining resources from federal, state and regional sources. Upon request, assists subrecipients regarding compliance with federal labor standards, federal and state procurement regulations, Davis-Bacon Wage Laws, the Buy American Act and the National Environmental Policy Act under the supervision of senior staff.
Assists with coordinating and establishing schedules for the receipt, review, ranking of proposals and pre-award site visits and awarding of grants/contracts for all funded projects.
Assists with the input and upkeep of the United States Department of Energy Performance and Accountability for Grants in Energy (PAGE) Reporting System and the preparation of quarterly federal progress reports. Assists with generation of federal funding requests and amendment requests for existing federal funding awards.
Assists with monitoring state and federal legislation. Assists with preparing analyses of proposed programs, energy-related issues and legislation, and provides recommendations for policy options and positions, as appropriate.
Attends and participates in meetings at the request of management relating to Energy issues and SEP and program-funded issues, both within and external to the department.
Performs other duties or special projects as assigned by the Office of Energy Deputy Director and/or Community Planner.
