MINIMUM REQUIREMENTS:
 

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work. 
 

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience. 
 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:
 

This position performs various complex administrative and analytical functions for the Bureau of General Services, overseeing the security desk operations, the department’s badge process, facility security access, contract management and serves as the personnel liaison. Ensures that assigned areas meet the requirements of all applicable rules and statutes. Ensures that business processes meet the needs of our customers, are documented, and are continually reviewed for efficiencies; recommends changes when necessary.
 

Serves as the personnel liaison for the bureau. Responsible for the processing of bureau employees’ timesheets in People First, maintaining records of position descriptions and performance standards for all positions within the bureau, processes personnel actions, complies and assists supervisors with information needed for position advertisements and/or the advertisement process, prepares new hire packages and assists with the on-boarding process for new hires. 
 

Ensures compliance with the Facility Security Procedures, Administrative Policy and Procedure 4-20. Manages the department’s security and identification badge process to ensure requests are processed efficiently, accurately, and timely; creates security and identification badges for employees and other personnel; coordinates the issuance of security and identification badges for employee field staff; indexes and files all badge requests and receipts. Creates and maintains a record of all security and identification badges issued by the department. Develops and maintains a standard operating procedure (SOP) for the badge making process; continually reviews SOP for efficiencies.
 

Manages the facility security access for the Mayo and Conner Complex facilities in compliance with Administrative Policy and Procedure 4-20. Provides monthly facility security access reports to divisions for review of personnel with security access to Mayo and Conner Complex facilities. Creates and maintains a record of all changes to any security access for employees. Cancels security badge access for separated or terminated personnel; reconciles security badge records with security vendor; monitors timeliness of vendor response to security badge issue and changes; researches and provides technical assistance with the functionality of badges. Serves as the Contract Manager for the security vendor contract. Prepares requisitions for purchase orders and processes invoices and receiving reports for payment, in accordance with Section 215.422, Florida Statutes, as it relates to the approval processing of vendors’ invoices or the distribution of warrants to vendors.
 

Manages the scheduling and coordination of the security desk operations and security guard staffing for the Mayo and the Conner Complex Facilities. Serves as the coordinator for scheduling activities in the Eyster Auditorium outside of normal business hours, and staffing of the security guard during these events. Develops and maintains the security guard desk manual and provides training to new security guard staff and division staff on security desk procedures. Serves as the Contract Manager for the security guard vendor contract. Prepares requisitions for purchase orders and processes invoices and receiving reports for payment, in accordance with Section 215.422, Florida Statutes, as it relates to the approval processing of vendors’ invoices or the distribution of warrants to vendors.
 

Performs other related duties as assigned.
