Requirement:
- High School diploma or equivalent.
Preference:
- Four (4) years of experience in Human Resources, social services, marketing, or public relations is preferred.
- A post-secondary degree from an accredited college or university in the field of education, psychology, communications, business, or a related field may substitute for the preferred experience.
- Proficient in using Microsoft Office Suite (Outlook, PowerPoint, Excel, Word, etc.).
- One year of experience in designing, developing, and facilitating courses.
- Experience in public speaking.

BRIEF DESCRIPTION OF DUTIES:
The Government Analyst I serves a key role within the Office of Learning and Development (L&D), Bureau of Human Resource Management. The incumbent in this position will be responsible for the design, development, and facilitation of various instructor-led and on-demand courses.
This position utilizes a variety of instructional design and training software tools, including Microsoft Office Suite, Canva, and a Learning Management System (LMS), to develop training materials, manage course delivery, monitor learner participation, and assess training outcomes. Responsibilities include conducting training needs assessments, assisting with curriculum development and maintenance, evaluating training effectiveness, and recommending improvements based on learner feedback.
A primary focus of this position is ensuring that learning content aligns with adult learning principles and accommodates diverse learning styles and needs. The incumbent also supports the employee onboarding process by assigning required compliance training, monitoring learner progress, maintaining accurate training and compliance records.
This role requires strong critical-thinking and problem-solving abilities to make independent decisions, plan and evaluate initiatives, analyze data, formulate strategies, and recommend solutions with minimal supervision.
Additional responsibilities include providing technical assistance and user support for the People First Learning Management System (LMS), serving as a resource for employees and stakeholders. The position also supports the Training Manager in coordinating and overseeing daily agency-wide learning and development activities.
