SPECIAL NOTES:

Additional requirements:

  • Two (2) or more years of professional purchasing experience.
  • Experience utilizing the MyFloridaMarketPlace (MFMP) system.
  • Experience processing and approving purchase requisitions in the MFMP system.
  • Experience utilizing Works (P-Card Purchases).
  • Experience processing and approving purchases in Works.

 

Preferences:

  • Experience maintaining contract files and preparing contract related correspondence.
  • Experience utilizing state of Florida purchasing laws, rules, and procedures.
  • Experience creating invoices in the MFMP system.
  • Two (2) or more years of experience utilizing Microsoft Office (i.e., Word, Excel, Outlook).

 

The anticipated salary range for this position is $42,808.00 - $46,675.00, based upon experience.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

 

This position requires a security background check, including fingerprint as a condition of employment.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the State of Florida government services contracts (two-party agreements).  Knowledge of basic management principles and practices.  Skills in developing contract monitoring instruments (e.g. monitoring plans, checklists) and contract reports.  Ability to manage or assist in the management of government services contracts (two-party agreements).  Ability to monitor and document contract service performance and contract compliance. Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.  Ability to organize data into logical format for presentation in reports, documents, and other written materials.  Ability to use correct grammar and syntax.  Ability to prepare basic spreadsheets.  Ability to use Microsoft Office Professional, specifically Word and Excel.  Ability to conduct fact-finding research.  Ability to utilize problem-solving techniques.  Ability to work independently.  Ability to understand and apply applicable rules, policies, and procedures relating to operational and management analysis activities.  Ability to plan, organize, and coordinate work assignments.  Ability to communicate effectively both verbally and in writing.  Ability to establish and maintain effective working relationships with others. 

 

Other KSA's: 

  • Knowledge of State of Florida, Department of Management Services and Department of Financial Services, procurement and contract management laws, policies, procedures, and best practices.  Ability to extract data from FLAIR. 

 

BRIEF DESCRIPTION OF DUTIES:

Provides management consulting services as a Division Contract Coordinator, to procure commodities and services through My Florida Market Place (MFMP), Works, and State Term Contracts.  Examples of specific functions include:

  • Initiates and oversees the development of purchase requisitions for commodities and services.
  • Oversees and assists in the issuance of purchase orders.
  • Oversees the acceptance of commodities and services and ensures received commodities and services meet the requirements of the contract; and
  • Manages and reports on contract end dates for review and evaluation to assist in the timely re-procurement or renewal of commodities and services.

 

Coordinates, monitors, and assists in the section’s contract invoice payment process for the Division, ensuring timely invoice processing and maintenance of official contract payment information.

 

Prepares reports, manages, and assists in the review of encumbered funds established for purchased commodities and services, which may include processing change orders or unencumbering unused funds, when applicable.

 

Develops and maintains contract payment information for all Division contracts.

 

Conducts periodic contract payment audits and assists in identifying areas of potential improvement.

 

Perform other related functions as assigned by the section supervisor.
