SPECIAL NOTES:

A bachelor’s degree in accounting, finance, or a related field is required

Additional requirements:

  • Minimum of three (3) years of state governmental accounting and budget experience
  • Minimum of three (3) years’ experience with the State of Florida financial processes and the Florida Accounting Information Resource (FLAIR)
  • Experience with the collection, evaluation and analyzing of data

Preferences:

  • Experience managing the budget of a state government entity
  • Experience with My Florida Marketplace (MFMP)
  • Experience with the p-card works application
  • Experience with the State Travel Management System (STMS)
  • Experience working with complex spreadsheets.
  • Experience working with complex budgets and accounting data with multiple funding sources and payment types
  • Knowledge or experience in the Legislative Budget Request (LBR) process
  • Experience with managing projects and people

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of principles and practices of purchasing.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other materials.
  • Ability to conduct fact finding research.
  • Ability to utilize problem solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities.

BRIEF DESCRIPTION OF DUTIES:

This position provides daily consultation, coordination and assistance to the Department’s management, Accounting Office Staff, Budget Office Staff and Purchasing Office Staff to improve management capabilities and operational procedures as it relates to the operation of accounting, budget and procuring information technology resources for the Office of Information Technology (OIT).  The duties associated with this responsibility are:

To be thoroughly familiar with the accounting for all appropriation releases and expenditures in all categories of the Division’s two budgets.  Responsible for consolidating statistics and data for reports within specified time frames.

Responsible for populating and maintaining all budget appropriation and expenditure data related to OIT’s two budget entities in the OIT internal spending plan and expenditure tracking system.

Responsible for reconciling the daily expenditure information with the FLAIR Monthly Expenditure Report.

Responsible for managing OIT’s encumbrances and reconciling them to OIT’s payments.

Reconciles the monthly expenditure report that is generated from the Statewide Automated Accounting System to the division’s internal expenditure tracking system, identifying and resolving discrepancies.

Conducts special analysis on contractual payment issues on an as needed basis.  Resolves conflict between vendor and the Department with regard to requests for payment and contract terms whenever a discrepancy exists.  Prepares necessary reports to the Accounting and budget Offices identifying correct resolution to these discrepancies.

Represents the section manager when necessary in budget meetings with the Director and/or other managers.

Provide Purchasing Card (PCard) Auditor and Approver Duties.

Assist the Purchasing Card Reconciler on an as needed basis.

To be familiar with statewide purchasing rules and laws and with the agency’s purchasing policies and procedures.

Provides assistance to the Supervisor when new procedures are instituted to include evaluating work processes and their effectiveness and to formulate problem-solving recommendations arising from this evaluation of the day-to-day operations.
