Position Overview and Responsibilities:
- Assist DMS State Purchasing in the review and evaluation of the operational effectiveness of the Rental Vehicle State Term Contract (STC).
- Proactively resolves issues and contributes to process improvement in the rental vehicle contract.
- Answer calls from State employees and other eligible users of the STC, provides accurate and satisfactory answers to inquiries and concerns, provides assistance and support, deescalates situations involoving dissatisfied users, and escalates unresolved issues to Rental Vechicle Contract Specialist.
- Analyze situations and establish the best path to get the traveler on the road safely and efficiently.
- Assits in all reporting and assignments regarding the effectiveness and efficiency of the rental vehicle contract.
- Assists in the development of strategies for problems assigned in accordance with federal, state and department objectives.
- Reports all substantive issues regarding the rental vehicle contract and, if needed, formulates monthly reports regarding same.
- When activated, work with the Emergency Operations Center for state response of rental vehicles.
- Other related duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of the methods of data collection and analysis.
- Knowledge of the rental vehicle industry.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.
- Ability to conduct fact-finding research.
- Ability to handle heavy workloads (calls and emails)
- Ability to utilize problem-solving techniques.
- Ability to work independently.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
Other job-related requirements for this position:
Occasionally requires being on call after normal business hours
Adheres to safety awareness policies in the workplace, views safety videos when presented and attends required safety meetings. Practices lessons learned daily to avoid accidents.
Completes all Departmental required trainings by the due date.
Pursuant to F.S. 215.422 every officer or employee who is responsible for the approval or processing of vendors’ invoices or distribution of warrants to vendors are mandated to process, resolve and comply as section 215.422 requires.
Minimum Qualifications:
Two years of professional experience in contract administration, contract analysis, or program management, including experience with vendor oversight, performance monitoring, and compliance for service-based contracts.

Preferred Qualifications:
- Basic knowledge of the rental car industry
- Knowledge of the State Term Contract for Rental Vehicles
