SPECIAL NOTES:

Required:

  • Bachelor's Degree in Computer Science, Business, Economics, Procurement, Supply Chain Management, Business Administration, or related majors and two (2) years of procurement experience; OR
  • High school diploma or equivalent and six (6) years of procurement experience; OR
  • Juris Doctor (JD) degree.  

Professional work experience can qualify on a year-by-year basis in place of the required education.  College coursework will be considered the equivalent of experience at the rate of thirty (30) semester or forty-five (45) quarter hours on a year for year basis.

 

Additional requirements:

  • Strong analytical capabilities, and a high degree of presentation and negotiation skills.
  • Understanding of contracts including contract formation, understanding terms and conditions, and contract execution
  • High level of commitment to customer service and teamwork using diplomacy.
  • Proficient in the English Language

 

Preferences:

  • Experience in using data analysis software and computer programs that will assist in analyzing data electronic sourcing, and requisitioning.
  • Proficient sourcing skills including solicitations (bids and quotes) and most importantly the ability to plan and conduct meetings.

 

The salary range for this position is $50,000.00 -$60,000.00 annually.

 

This position may be required to occasionally perform duties other than those listed on the position description.

 

This position requires a security background check, including fingerprint as a condition of employment.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDES THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of State of Florida Contract Management and Procurement Statutes, Policies, Procedures and Practices.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices, including the monitoring of contracts and purchase orders.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to identify problems and utilize problem-solving techniques to correct problems.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to assist in the development and operation of a system of internal controls within the position’s scope of authority and responsibility.

 

BRIEF DESCRIPTION OF DUTIES:

This position will proactively analyze and process requisition requests to purchase orders, along with purchase order change requests. The position will use sourcing opportunities utilizing a high degree of initiative and independent judgement. This position will develop solicitations for bids and quotes, prepare specifications, and facilitate procurement requests for purchases. This includes consulting with IT Service Leads, making award decisions, providing technical analysis of requests and offers, and recommending solutions to reduce costs or improve efficiencies along with analyzing price trends, market changes, and data from solicitation responses. The Procurement Specialist will ensure compliance by contract monitoring, lead business reviews with contract suppliers and other key stakeholders, manage contracts with suppliers to ensure contract compliance, analyze supplier change requests to existing contracts, and approve changes and revisions. The Procurement Specialist will interface with key stakeholders to understand and align business strategy, market dynamics, supplier capabilities, and use spend analytics to leverage contracts and run reports.
