The Work You Will Do:

The Government Analyst II position performs contract management under the Petroleum Restoration Program’s Non-ATC Contracts Section to provide site management services for the cleanup of petroleum contaminated sites.

Your Specific Responsibilities:

  • This is advanced level work.  This is a highly professional position in the Non-ATC Contracts Section in the Petroleum Restoration Program responsible for administration and oversight of private team site management contracts. Responsible for managing  contracts for utilization of professional and non-professional staff members engaged in the management of petroleum contaminated site cleanup. Assist Section Leader with contract development, contractor selection, and negotiation of contract terms, conditions and fees in cooperation with the DEP contracts office. Generate task assignments, amendments, and task assignment change orders as needed and review invoices for the private teams site management contracts. Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the  to operate more efficiently and effectively.

 

  • Serve as Department’s liaison with assigned contracted entities contract offices by providing ongoing guidance, clarification, updates and training regarding the Petroleum Restoration Program. Monitor and track performance of assigned Contracted Entities. Conduct evaluations of contracted entities through administrative auditing and data analysis. Ensure that contracted entities are reviewing and processing reports, scopes of work, task assignments and other necessary documents within established time constraints and ensure that STCM and OCULUS are updated appropriately.

 

  • Serve as Senior Contract Manager for the Non-ATC Contracts Team. Assist Section Leader with contract development or amendment of any of the contracts managed in the Non-ATC Contracts Section. Provide training and mentoring for other Contract Managers in the Section, as needed.

 

  • Other duties as assigned by supervisor.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of state contracting processes and procedures.
  • Strong Microsoft Excel skills.
  • Skill in using personal computers for word processing and data analysis.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to write, review, amend and prepare task assignments and change orders for state contracts
  • Ability to review and administer complex invoices.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals.
  • Ability to plan and organize a complex workload.
  • Ability to maintain a valid driver's license and travel.
  • Ability to provide guidance to contracted staff and Section staff within the petroleum program area on complex projects or policies.

 

Required Qualifications:

  • Associate’s degree from an accredited college or university; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of two years.

 

Other Job Related Requirements for this position: 

  • Valid Driver License.

This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
