The Work You Will Do:

The Government Analyst II position is a highly professional business operations position that reports directly to the Division of Waste Management Budget Coordinator to ensure financial information for the Petroleum Restoration Program (PRP) is complete and accurate in Program Databases, FLAIR/PALM, and Reports to ensure compliance with applicable statutory and regulatory requirements. This position works closely with the Division’s Budget Coordinator, the Petroleum Restoration Program Administrator and (PRP) Accounting section in preparing reports and conducting research on PRP financial matters. This incumbent will support PRP Staff with inquiries and problems relating to expenditures and outstanding encumbrance balances.  Works closely with DEP’s Finance & Accounting Contracts Disbursement Section in resolving discrepancies relating to expenditures, encumbrances, and remaining balances. Reconciles the American Rescue Plan (ARPA) and the Petroleum Tanks Cleanup categories to ensure accurate balances are reflected to aid with reporting requirements.

Your Specific Responsibilities:

  • This position will conduct studies and evaluations of systems and procedures to assist the Division of Waste Management in operating more efficiently and effectively and provide program support. This is a highly professional business operations position that reports directly to the Division of Waste Management Budget Coordinator to ensure financial information for the Petroleum Restoration Program (PRP) is complete and accurate in Program Databases, FLAIR/PALM, and Reports to ensure compliance with applicable statutory and regulatory requirements.
  • This position works closely with the Division’s Budget Coordinator, the Petroleum Restoration Program Administrator and (PRP) Accounting section in preparing reports and conducting research on PRP financial matters. Assists the Division’s Budget Coordinator in completing the Division’s certified forward and reversion processes.  
  • Designs, evaluates, recommends, and approves changes in business practices and reconciliation procedures based on need and analysis. Serve as back-up in Preparing monthly FLAIR/PALM/STCM reconciliation of PRP accounts including monthly budget report regarding trust funds, allotments, expenditures, encumbrances, and remaining balances; prepares various budget-related reports for the Petroleum Restoration Program Administrator and Financial Management and Procurement Administrator.  Develops and monitors procedures for the administration of trust fund monies.
  • Supports PRP Staff with inquiries and problems relating to expenditures and outstanding encumbrance balances.  Works closely with DEP’s Finance & Accounting Contracts Disbursement Section in resolving discrepancies relating to expenditures, encumbrances, and remaining balances.
  • Provides reports and input to assist the PRP Program Administrator with development and management of the annual budget. Works closely with the Division Budget Coordinator in the preparation and submission of requests for budget releases, budget amendments, other budget-related documents, and FLAIR/PALM correction memos for the Petroleum Restoration Program.
  • Reconciles the American Rescue Plan (ARPA) category between AOD and FIN/PALM reporting tools to ensure the encumbrances and payables accurately reflects the actual balance. Reconciles the Petroleum Tanks Cleanup category to ensure the encumbrances and payables balance according to FIN/PALM and STCM. Assists with supporting the PRP Accounting section by processing invoices to ensure the program is meeting the prompt payment compliance requirements.
  • Serves as the PRP budget approver in Ariba On Demand (AOD). Serves as backup for preparing the Weekly Encumbrance Approval List in accordance with Petroleum Restoration Program procedures and funding guidance.
  • Provides training to staff on processing invoices for the Petroleum Restoration Program and tracking costs in the Storage Tank Compliance Monitoring (STCM) database.
  • Performs duties and projects as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis. 
  • Knowledge of basic management principles and practices. 
  • Knowledge of contract management processes and procedures. 
  • Knowledge of bookkeeping principles.
  • Knowledge of accounting processes and procedures.   
  • Knowledge of FLAIR and Microsoft applications.
  • Ability to organize data into logical format for presentation in reports, documents, and other materials. 
  • Ability to conduct fact-finding research. 
  • Ability to utilize problem-solving techniques. 
  • Ability to work independently. 
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to management analysis activities. 
  • Ability to plan, organize and coordinate work assignments.

Required Qualifications:

  • An associates degree from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described above, for a total of two years.
