Your Specific Responsibilities:

  • Coordinate with both internal and external partners through workshops, meetings, presentations, etc. related to the Department of Commerce’s programs as well as other technical assistance efforts for the RAO Building Materials Tax Refund Program.
  • Provide direct technical assistance to local governments and local businesses on Department of Commerce programs RAO Building Materials Tax Refund Program and the Office of Rural Initiatives.
  • Serves as the Coordinator of the Rural Economic Development Initiative (REDI).  REDI is a multi-agency effort that serves Florida's rural communities by providing more focused and coordinated economic development strategies.  Coordinates monthly meetings; compiles and submits an annual report to the Governor, President of the Senate and Speaker of the House.
  • Prepare reports and analyses as requested by the supervisor for use in decision-making.  
  • Coordinate with communications staff to ensure that the positive work conducted by staff is recognized and disseminated statewide.
  • Collaborate and maintain good working relationships with partnering agencies, local communities as well as economic and community development agencies.
  • Providing input on policies affecting designated rural areas of the state.
  • Responding to specific needs and requests for assistance and providing referrals or facilitates access to state resources.
  • Responsible for tracking contacts (in-person and electronic) with each community within the three RAO’s, and any community or economic development projects. The three RAO’s are the Central Rural Area of Opportunity, Northwest Rural Areas and South-Central Rural Areas.
  • Provide direct support to the Rural Regional Development Grant and the Rural Infrastructure Fund as needed to maximize the use of funds dedicated to small and rural communities.
  • Provide support for other grants as needed for the Rural Infrastructure Fund Program and Small Cities Development Block Grant.
  • Conducts research on external best practices to ensure a high level of execution on funds being used and report on the findings.
  • Prepares agendas for meetings and ensures that other conference details are being properly handled.
  • Preparing travel and travel authorizations and reimbursements for the Community Program Manager and RAO’s Team members.
  • Assist the Community Program Manager with approving timesheets.
  • Independently completes special assignments, research, and reports as requested.
  • Performs other related duties as assigned by the supervisor.

Required Knowledge, Skills, and Abilities:

  • Knowledge of business practices and procedures.
  • Skills in both written and verbal communication and public speaking.
  • Skills in computer programs including MS Word, Excel and PowerPoint as well as online survey tools and web meeting software such as GoToMeeting, Zoom, and Microsoft Teams.
  • Ability to apply critical thinking for planning and economic development issues.
  • Ability to independently exercise sound judgment performing duties.
  • Ability to handle multiple projects and manage time efficiently.
  • Ability to conduct research and analysis and produce reports based on findings.
  • Ability to establish effective working relationships and negotiate effectively.

 

PAY: $53,917.08 to $58,000.00 Depending on Experience

The Work You Will Do:  

This position serves as the program lead to the Rural Area of Opportunity (RAO) Building Materials Tax Refund Program and provides analytical support on rural analysis and reporting. The position provides high-level assistance and administrative support primarily to the Community Program Manager. This position will also work very closely with the Northwest Rural Area of Opportunity, the Central Rural Area of Opportunity, and the South-Central Rual Area of Opportunity staff and partners who support rural communities that have been adversely affected.
