The Work You Will Do:
This position serves as the Government Analyst II, (Grant Manager) in the Bureau of Community Planning and Growth, within the Division of Community Development. This position involves advanced independent consultative and assistance work, performing the functions assigned to the Department and performing certain duties relating to the administrative operations of the Division.

The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements and develop contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance.

Your Specific Responsibilities:
This position involves advanced independent consultative and assistance work, performing the functions assigned to the Department and performing certain duties relating to the administrative operations of the Division. The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements and develop contract and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance.
SPECIFIC DUTIES:
1. Coordinate activities relating to the administration of grants and contracts. Activities include developing contracts, monitoring contract deadlines and receipt of deliverables, reviewing quarterly reports and work products, providing technical assistance to contract recipients in completing contract tasks, and processing grant payments.
2. Responsible for drafting program materials including the program funding announcement, press release, award and no award letters, Technical Assistance guidelines, and the grant agreement template for each fiscal year.
3. Serve as the liaison with the Bureau’s Program area coordinating with Budget Management, Financial Management, Generals Services Procurement, Contracts and Grants, Office of General Council and other Divisions and Bureaus within the Agency. Meet with budget and financial management, and Division management staff related to program budget and spending plans.
4. Coordinate purchasing activities for the Division utilizing various methods of procurements to include Request for Proposals, Invitations to Bid, Invitations to Negotiate, requisitions in MyFlorida Marketplace and purchasing card. Responsible for purchasing card approvals in FLAIR and monthly reconciliation of purchasing card charges.
5. Responsible for updating Deputy Secretary, Assistance Deputy Secretary, Bureau Chief and Regional Planning Administrators on previous and current Technical Assistance Grants.
6. Responsible for identifying operational problems in the program area and suggest strategies as well as updating procedures to ensure compliance with state rules and regulations.
7. Division Property Custodian. Maintain complete property inventory; coordinate with Department Property Custodian in conducting semi-annual property inventory. Prepare property transfers, excess property forms, annual property sign-out forms, and all other necessary documents relating to property management.
8. Coordinate staff training and provide technical assistance to staff on policies and procedures related to purchasing, travel, grants management, personnel and the use of related data base programs.
9. Coordinate trainings and provide technical assistance to grant recipients regarding program updates and invoicing requirements.
10. Assists in preparation of the division’s Continuity of Operations Plan.
11. Assist the Department’s Emergency Coordinating Officer with planning and response activities for Emergency Support Function 18 (ESF-18, Business and Industry). Report to the State Emergency Operations Center during activations resulting from disasters impacting the State. Primary objectives are to work with private sector partners to assist businesses in impacted communities respond to and recover from disasters.
12. Perform other assignments as directed.
Required Knowledge, Skills, and Abilities:
• Experience in the administration and monitoring of State grants and contracts.
• Knowledge of and experience in State purchasing procedures, including use of purchasing cards.
• Knowledge of Legislative Budget Request and Long Range Program Plan.
• Knowledge of State of Florida Human Resources policies and procedures.
• Ability to conduct research and provide reports and analyses as required.
• Ability to work independently and manage multiple tasks.
• Skilled in the use of word processing and spreadsheet software.
• Skilled in written and verbal communication.
• Ability to coordinate and manage activities with other staff.
• Ability to conduct staff training.
• Ability to demonstrate adaptability and flexibility.

• FCCM Certification
