MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and eight (8) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A bachelor’s degree (4 years) from an accredited college or university and four (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A master’s degree (6 years) from an accredited college or university can substitute for one year of the required experience.
Requires possession of a valid driver license.

JOB DUTIES:
General: Performs complex evaluative planning and research for the division. Conducts independent analyses and evaluation on existing program operations and activities; critical processes; and workflows. Analyzes program trends. Displays initiative and independent judgment. Proposes/ accepts and completes projects requested for/by department staff. Facilitates/ completes the requirements for any project including but not limited to: research, reports, buildouts, training, quality assurance, and presentations.
Researches and analyzes information and trends related to division programs. Reviews programs, activities, services, forms, and reports, and confers with management and users to identify problems and improvements. Identifies systematic changes and/or specific weaknesses in operations, policies and/or procedures and non-valued-added activities. Recommends solutions to enhance the efficiency and value of division programs. Identifies, evaluates, and develops best practices for all division programs. Develops program evaluation tools to collect, analyze, and report data for program improvement.
Develop and maintain schedules for accomplishing, prioritizing, and organizing project work or work assigned to team as project lead. Establish long-range objectives related to projects and specifies the strategies and actions to achieve these objectives. Monitors and reviews information from materials, events, or the environment; to detect problems, determine adjustments, and conclude projects. Complete and organize necessary summaries, reports, SOPs, and other documentation.
Assists with planning and developing evaluation criteria and conducts targeted quality assurance (QA) reviews for programs. Analyzes QA review findings, recommends changes for program and process improvement and efficiency, and prioritizes improvement initiatives based on review findings. Creates detailed program and statistical reports regarding division programs. Assists with developing and maintaining QA criteria, forms and statistics.
Develop training materials utilizing a variety of mediums. Coordinates with division management and staff in the maintenance of program e-learning materials on the division’s learning management system. Corrects deficiencies in the division’s e-learning content as dictated by program, process, or regulatory changes. Reviews and monitors trainings presented by division staff and other personnel for content and training modalities to measure overall effectiveness. Identify deficiencies in division training and work with division management and staff to develop resources that address needs.
Develops and maintains professional relationships with project requesters. Manages and supports project teams. Interviews personnel and conducts on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used. Prepares manuals and trains workers in use of new forms, reports, procedures or equipment, according to project needs. Provides technical assistance, consultative services and direction for development, implementation, and evaluation according to project needs. Utilizes all communication tools appropriate for organizing and updating personnel related to projects as well as department leadership.
Performs other related duties as assigned or required.
