MINIMUM REQUIREMENTS:
A bachelor’s degree from an accredited college or university and four (4) years of professional experience in systems analysis, program planning, program research, program evaluation, training development, emergency preparedness, emergency management or administrative work.
A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
Requires possession of a valid driver license.

JOB DUTIES:
General: Serves as the division’s Emergency Coordinating Officer (ECO) for Emergency Support Function 11 (ESF-11). Provides direct support to the division and ESF-11 on emergency preparedness and administers emergency management functions during periods of disaster. Prepares and maintains emergency preparedness and post-disaster response and recovery plans, maintains rosters of personnel to assist in disaster operations, coordinates appropriate training for agency personnel and coordinates needed resources. Performs other related duties as assigned. Prepares and submits various reports.
Develops and maintains ESF-11 Emergency Plans and Standard Operating Procedures (SOP). Annually reviews plans and SOPs and makes revisions as needed. Maintains and annually updates the Comprehensive Emergency Management Plan (CEMP) for ESF-11. Ensures that the duties outlined in the CEMP provide a comprehensive and effective approach to coordinating food and water needs under all disaster circumstances. Develops and deploys training to agency volunteers, county emergency management officials, non-governmental organizations and other stakeholders of ESF-11. Develops procedures for periodic tests, training and exercises. Reviews the emergency response process and recommends improvements to division leadership and agency EOC. Represents ESF-11 at meetings as necessary.
Collaborates with emergency management personnel at the Department of Emergency Management, as well as local, state or federal officials when preparing for, responding to or recovering from disasters. Coordinates, schedules and manages volunteers for staffing the State Emergency Operations Center (SEOC), State Logistics Resource Center (SLRC) and other locations statewide as necessary during times of emergency. Consults with non-governmental organizations to determine needs and to help ensure the facilitation of food, water and ice in the event of natural or manmade disasters. Procures goods and services as needed during times of disaster; maintains a p-card purchasing limit in excess of $35,000. Develops methods for accurate tracking and reporting of deliverables. Ensures necessary documentation is provided to the Program Operations section for reimbursement for allowable costs during disaster events. Conducts post-disaster response review and develops and implements plans for process improvement.
Maintains the division’s Continuity of Operations Plan (COOP) to ensure continuity of essential state functions under all circumstances. Annually reviews the division’s COOP plan to ensure all required elements are outlined and up to date, to include: identification of essential functions, programs and personnel; procedures to implement the plan and personnel notification and accountability; delegations of authority and lines of succession; identification of alternative facilities and related infrastructure; identification and protection of vital records and databases; and schedules and procedures for periodic tests, training and exercises. Submits revisions to the COOP plan to division leadership as required.
Researches and analyzes tools available to estimate needs during times of disaster or emergency. Ensures adequate resources are available by reviewing state and county contract agreements. Researches available food and water options during non-emergency periods. Analyzes data gathered and develops solutions or alternative methods of procuring goods or services, as needed.
Responds to telephone inquiries, written correspondence and emails regarding emergency preparedness and disaster response. Gathers and organizes information to provide solutions and information to inquiries. Utilizes the emergency notification system for sending critical notifications to affected individuals and organizations. Verifies that notifications are received. Ensures contact information is maintained and up-to-date.
