Requirements:

  • Four (4) years of professional accounting experience with the State of Florida. A post-secondary degree from an accredited college or university with a major in accounting and/or finance may be used as an alternative for years of experience on a year-for-year basis. 
  • Two (2) or more years of experience dealing with the public and/or other state agencies.
  • Proficient in the use of Microsoft Excel, Word, and Outlook.          

 

Preferences:

  • Experience analyzing and resolving problems.
  • Experience procuring State of Florida contracts.
  • Project management experience.
  • Two (2) years of professional banking experience.
  • Florida Certified Contract Management (FCCM) certification
  • Bachelor’s degree in accounting or finance.

SPECIAL NOTES:

The hiring range for this position is $55,000.00 - $60,000.00.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle. 

 

This position is not eligible for teleworking. Applicants will be required to work in the Tallahassee Office located at 1801 Hermitage Blvd.

 

Interview will consist of: Oral interview questions and work sample. Work samples will be answered using Microsoft Word and Excel.

BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

 

Exercises discretion and independent judgment while administering and maintaining the credit card acceptance program, including American Express, for the State of Florida.

 

  • Establish and maintain a contractual relationship with the financial institution and/or credit card processor for the credit card and e-Commerce programs keeping the Financial Administrator updated on contractual needs and industry standards.
  • Manage the administrative functions related to establishing new credit card participation.
  • Keep informed with new products offered in the area of credit card and e-Commerce acceptance.
  • Coordinate the program with the outside contractor and the participating agencies.
  • Responsible for the procurement, renewal and updating of the credit card and e-Commerce contracts, including the completion of contract documents required by the Department's contract requirements.
  • Communicate with the Cash Management Financial Administrator to keep abreast of current laws affecting the credit card acceptance program.
  • Responsible for the development, distribution, and collection of respondents’ data in the Annual CFO e-payment report, as stipulated in Rule 69C-4.009, F.A.C.
  • Maintain organized files and records related to the functions above.

 

Responsible for Contract Monitoring:

  • Perform contract monitoring in accordance with the applicable guidelines for the credit card and e-Commerce contracts.
  • Assist the Bureau of Funds Management Cash Management Financial Administrator in developing the monitoring process for the Treasury Consolidated Revolving Account (CRA), Treasury Cash Concentration System (TCCS) and Credit Card Acceptance, including American Express, contracts.
  • Communicate with the Cash Management Financial Administrator to keep abreast of the Department's current contract policies and monitoring requirements.
  • Communicate to the Funds Management Bureau Chief and Cash Management Financial Administrator any noncompliance identified through the contract monitoring process for the credit card and e-Commerce contracts.
  • Maintain organized files and records related to the functions above.

 

Serve as a liaison between the contractor and state agencies for activities related to the credit card and e-Commerce contract services.

 

Monitor and update compliance requirements related to:

  • Acceptance of Credit Card and e-Commerce services in compliance with FAC 69C-4.
    • Request, audit and analyze annual reports from state agencies using credit card and e-Commerce services.
    • Update rules and regulations concerning the use of credit cards and e-Commerce.
  • Cash Management Consultations in compliance with FAC 69C-5.
    • Assist the Bureau of Funds Management Cash Management Financial Administrator, as needed, with the performance of Cash Management Consultations. 
    • Update rules and regulations concerning the performance of Cash Management Consultations.
  • Maintain organized files and records related to the functions above.
    • Payment Card Industry (PCI)/Data Security Standards (DDS)/ Self-Assessment Questionnaire (SAQ)
    • Provide PCI oversight to individual departments within state government, externally monitoring business operations which currently accept e-payment transactions. 
    • Work directly with individual business operation managers across all state agencies to ensure that they have validated compliance with PCI Data Security Standards.
    • Maintain consolidated reports of all PCI/DSS/SAQ information collected.
    • Provide consultation services for state agencies related to PCI compliance procedures and completion/submission of the appropriate SAQ.

 

Maintain and update Treasury Cash Management website related to credit card and e-Commerce services. Maintain organized files and records related to this function.

 

Perform other tasks as directed.
