SPECIAL NOTES:
Bachelors’ Degree from an accredited college or university is preferred.
Additional preferences:
- Two (2) or more years of professional accounting or auditing experience, to include knowledge of Generally Accepted Accounting Principles (GAAP)
- Two (2) or more years of experience with contract management
- One (1) or more years of experience in public speaking and/or developing and conducting instructor-led training
- Experience conducting training in various delivery methods
- One (1) year experience of working with Microsoft Office products
- At least one (1) year experience of working with Learning Management Systems.
- Ability to plan, organize, and coordinate work assignments
- Experience with Subject Matter Experts
- Experience and proficiency in working with Florida Accounting Information Resource (FLAIR)
- One (1) or more years using online authoring tools to develop e-learning
Must be able to move computer equipment, phones, table, and chairs to accommodate different training events with or without accommodation.
Anticipated starting salary for the position will be $48,876.48.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
This position requires a security background check, including fingerprint as a condition of employment.

BRIEF DESCRIPTION OF DUTIES:
This position has responsibilities involving procedures adopted by the Department, Division. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Division of Accounting and Auditing. This position is responsible for independently evaluating and agency processing.
This position is responsible to provide training as required by the Division’s goals for users within the Department of Financial Services and all agencies. This includes teaching agency employees best practices to process business events (accounting transactions) in accordance with defined policies and procedures and GAAP; researching and analyzing accounting literature, pronouncements, theories and concepts for inclusion in educational materials and ensuring these are communicated to users; making recommendations to management on additional educational requirements to ensure the state goal of an enterprise concept is met; and creating and editing educational materials and user manuals to comply with GAAP and state accounting processes and procedures.
This is a professional position which includes the independent application of accounting and auditing concepts, principles, theory, and technical skills in accordance with generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS), or other comprehensive basis of accounting. This position’s responsibilities relate to the FLAIR accounting system, or any other state appointed accounting system and, its related components. This position requires practical accounting and auditing skills to provide training and assist the Chief Financial Officer and the Division in meeting their statutory obligations.
This position is responsible for designing and developing training programs using Best Practices and based on instructional systems design and human performance technology concepts, utilizing online authoring tools. This includes implementing cost-effective and efficient e-learning strategies and solutions for internal and external customers.
This position is responsible for conducting and analyzing training needs through the use of needs assessments, surveys, and focus groups. This also includes preparing and reviewing operational reports and schedules to ensure accuracy and efficiency of office processes and tracking and reporting performance metrics.
This position is responsible for reviewing and testing new applications resulting from functional specifications for completeness and accuracy. This includes reviewing technical specs, accounting, and auditing guidelines, and recommending changes if required. This also includes delivering, coordinating, or participating in project and process improvement teams, workshops, and committees, and conferences related to learning and process standardization.
This position is responsible for assisting with the maintenance of the Learning Management System (LMS) data which includes adding and updating courses, roles, classes, locations, student and manager profiles, instructors, registering students, class reminder emails, printing class rosters, printing student certificates and related LMS data.
