SPECIAL NOTES:

Four (4) years of experience in Accounting or Business is required.  A post-secondary degree in Accounting, Business, or related fields may be used as an alternative for the years of experience on a year-for-year basis.

 

Additional requirements:

  • Experience utilizing, maintaining, and analyzing databases.

 

Preferences:

  • Intermediate level database experience.
  • One (1) or more years of professional accounting or auditing experience.
  • Experience managing user access and roles in financial systems.
  • One (1) or more years of experience preparing or reviewing Financial Statements.
  • Experience creating, modifying, and troubleshooting Microsoft Access database queries and tables.
  • Experience participating as a team member to complete a major project.

 

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of accounting principles, practices and procedures, including generally accepted accounting principles. Knowledge of governmental accounting standards.  Knowledge and ability to use Microsoft Word, Excel, Outlook, and PowerPoint. Knowledge of accounting systems. Ability to prepare financial statements and reports. Ability to research, analyze and interpret accounting literature, rules and pronouncements. Ability to understand and apply applicable rules, regulations, policies and procedures. Ability to plan, organize and coordinate work assignments. Ability to collect, analyze, and interpret financial and other data. Ability to communicate effectively, both verbally and in writing.  Ability to analyze and use problem-solving techniques. Ability to work independently. Ability to establish and maintain effective working relationships both internally and externally. Ability to identify, develop and implement process improvements.

 

This position requires a security background check, including fingerprint as a condition of employment.

 

This is an in-office Monday through Friday, 8 hours a day, 40 hours a week position with no telework offered.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:

This position has responsibilities involving procedures adopted by the Department, Division, and Bureau. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Bureau of Financial Reporting.

 

This position will serve as the access custodian and maintainer of the applications used and is essential to the compilation, audit, and publishing of the State of Florida Annual Comprehensive Financial Report (ACFR).

 

Ensure the applications (Excel, Access, Workiva (WDesk,WData) and the state’s accounting system (FLAIR/PALM)) used to compile and publish the ACFR are maintained to ensure compliance with reporting standards (GAAP, GASB, Statute).

 

Ensure internal and external user access is maintained and that the access permission and roles are appropriate based on the business rules. Collaborate with the Director’s Office, Office of Information Technology and Chief to develop and maintain business rules related to the applications utilized in the ACFR compilation process.

 

Identify changes required in applications to implement Governmental Accounting Standards Board (GASB) statements for the State of Florida. Prepare an implementation plan, timeline to make changes to the applications as necessary. Coordinate the implementation of plan prepared.

 

Assist in coordinating and conducting the activities involved in the preparation of the ACFR in accordance with generally accepted accounting principles (GAAP). These activities include the collection, analysis, and compilation of financial information from state agencies to facilitate the preparation of the ACFR. This involves the use and development of databases, developing written procedures and providing guidance and training to both Departmental employees and employees of other state agencies concerning the procedures, requirements, and objectives of the Statewide Financial Reporting Section.
