 Job Description:

The Division of Vocational Rehabilitation Ticket to Work Section handles the statewide administration of the Social Security Administration (SSA) Ticket to Work and Self-Sufficiency Program. This position is entrusted with access to highly confidential data provided under an agreement between the Department and the Social Security Administration. The work associated with this program is complex in nature and will include making independent decisions related to Ticket to Work Program matters. This position plays a vital role in the Ticket to Work Unit and promotes the vision and mission of the Division by supporting Social Security beneficiaries to improve earning potential and ensure long term success in the workforce. This position works closely with personnel at the local and federal Social Security Administration, national Ticket Program Manager and other VR Ticket to Work Programs in the United States.

 

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the section. Attendance is an essential function of this position.

 

As a supervisor of OPS positions, the incumbent will communicate with, motivate, provide or coordinate training, evaluate employees’ work, plan and direct employee’s work, and has authority to recommend to hire, transfer or discipline employees. In addition, the employee must develop accurate work plans and approve monthly attendance and leave for each position under his/her direct report in a timely manner. Timesheets will be completed in the People First system in accordance with DOE Policy. The incumbent will assist in a significant way with the Ticket to Work (TTW) Program Administrator/ General and Operations Manager I as follows:

 

• Assists with the development and implementation of operating policies, procedures and systems used in the administration of the Ticket to Work Program. Provides policy recommendations, direction and clarification regarding the overall administration of the TTW Program.

 

• Conducts an ongoing analysis of program performance to determine if current operating systems and policies are effective in achieving organizational goals and objectives and makes recommendations to improve the overall administration of the Program.

 

• Assists with the resolution of problems and issues pertaining to the administration of the Ticket to Work Program with key representatives of the Social Security Administration, the TTW Program Manager and Division managers and staff.

 

• Coordinates the identification of Social Security disability beneficiaries and Ticket to Work Program participants and regular updates to the customer database. 

 

• Manages the activation / deactivation of Tickets with the Social Security Administration.

 

• Maintains secure and highly confidential (internal and external) data management systems that capture data concerning participant services, type and amount of Social Security benefits received, other public assistance, Medicare/Medicaid, eligibility for Ticket to Work Program participation, wage earnings, and Social Security claim reimbursements and employment network payments.

 

• Develops statistical reports regarding pertinent data related to the Ticket to Work Program.

 

• Provides support to other Government Analyst II in the Unit regarding FL VR Partnership Plus and Work Incentives Planning and Assistance Programs.

 

• Provides technical support to Government Operations Consultant II in the Unit regarding all Social Security Claim Reimbursement / EN Payment processes and systems.

 

• Provides technical assistance to the Area SSA Coordinators with Social Security verifications and Ticket to Work matters.

 

• Complies with requirements and restrictions established by the U.S. Department of Education-Rehabilitation Services Administration, Social Security Administration and Florida Statutes related to maintenance, access and use of Ticket to Work Program and Social Security data and records. 

 

Performs other related duties and responsibilities, as required.
