The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

ANTICIPATED VACANCY.
This is a highly responsible and professional position serving as a Training Administrator within the Policy & Training Unit. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. Specific Duties and Responsibilities include:
- This position will be responsible for behavioral health training development including substance abuse and mental health regulation; designing systems and procedures; conducting training, assessments, studies and surveys; complaint investigations; providing technical assistance, editing and proof reading to Department, provider staff, vendors and stakeholders; training related data collection and analysis; report writing.
- These responsibilities may include program analysis, training management consulting, and developing operations and procedures to assist organizations and the Department in operating more efficiently and effectively.
- Develops, trains and implements records management program and assures compliance with program.
- Interviews personnel and conducts on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
- Prepares manuals and trains workers in use of new forms, reports, procedures, agreements or equipment, according to organizational policy.
- Designs, evaluates, recommends, and approves changes based on training needs and analysis.
- Researches and recommend purchases to management. Provides training technical assistance, consultative services and direction for development, implementation, evaluation and expansion of programs of service in public agencies and local governments.
- Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action.
- Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust fund monies. Prepares and compiles data for legislative budget requests and long-range program plans. Reviews documents and contacts appropriate parties to ensure compliance with applicable statutory and regulatory requirements and court orders.
- Plans, trains and conducts studies for problems and procedures. Gathers and organizes information on problems or procedures. Analyzes data gathered and develops solutions or alternative methods of proceeding. Documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational changes. Confers with personnel concerned to ensure successful functioning of newly implemented systems or procedures.

Minimum Qualifications:
- A bachelor's degree from an accredited college or university and four years of professional experience in training, systems analysis, behavioral health or substance abuse, management analysis, program planning, program research, program evaluation, proofreading and editing or administrative work with training in policy analysis and research methods.
- Two years of experience preparing written responses to a variety of high-level documents and requests for information both internally and externally.
- Two years of experience developing and facilitating training programs.
- Two years of experience in behavioral health and or substance abuse.
- A master's degree from an accredited college or university can substitute for one year of the required experience.
- Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
