This position will develop materials and updates that oversee the business side of agency business systems and training needs for Financial Management (FSS, F&A, Budget, Revenue) and supporting ASA Admin office to meet the department’s future needs in a rapidly changing financial landscape with the focus on the people side of changes to business process, systems and technology, job roles, and organizational structure(s).
Under the general supervision of the Chief Financial Officer, Office of Administration, the incumbent in this position will coordinate and provide support for the Circuits/Region supported by Administration. The incumbent will be responsible for design and delivery of enterprise and localized dashboards, electronic workflows, and lightweight applications with minimal traditional coding using the low-code Microsoft Power Platform (PowerApps, Power Automate, and PowerBI). The incumbent will setup and configure systems for each business group's unique requirements within Administration. The incumbent will create and implement strategies and plans that maximize employee knowledge, understanding, and use of administrative business systems and solutions in collaboration with end users and department Information Technology (IT). The incumbent is responsible for support to financial management and end users of agency business systems involving major functions of a fiscal program with a large and highly complex finance and accounting activity, including maintaining, updating, and recommending accounting policy and systems function promoting department efficiencies and continued success. This position also is responsible for training Financial Management and end user customers using the agency systems and supporting applications for rules and regulations.
Specific Duties and Responsibilities include:
- Work independently or with a team on all areas of Power Platform development and implementation of work items including requirements definition, design, configuration, customization, testing, integration, analytics and reporting, user readiness materials, and production support.
- Lead efforts in communicating, motivating, and training employees across financial and administrative units. Develop comprehensive desktop procedures, training materials, and strategies to support the evolving needs of Financial Management (FSS, F&A, Budget, Revenue) and the ASA Admin Office.
- Focus on the people side of change, ensuring smooth transitions in business processes, systems, technologies, job roles, and organizational structures. Support the department’s adaptation to a rapidly changing financial landscape through strategic change management and employee engagement.
- Design and configure agency business systems to meet the unique requirements of each administrative business group. Provide ongoing support and updates to ensure system functionality aligns with current accounting policies and business needs.
- Deliver training to financial management staff and system end users. Ensure users understand and comply with relevant rules, regulations, and application procedures.
- Under the supervision of the Director of Financial Support Services (FSS), design and deliver enterprise and localized dashboards, electronic workflows, and low-code applications using Microsoft Power Platform tools (PowerApps, Power Automate, and Power BI).
- Collaborate with IT and end users to create and implement solutions that enhance the functionality and user experience of administrative and financial business systems.
- Analyze and understand customer business processes, objectives, and challenges and then help implement solutions to address those challenges.
- Facilitate functional workshops and trainings with customers, document requirements, and design appropriate solutions. Assist in the creation of training documentation of new department business processes related to ongoing process improvement efforts.
- Create, manage, and maintain flowcharts/roadmaps, which contain specific steps for sponsors to perform with the project team other sponsors, peers, and employees, relevant to ongoing process improvement efforts and transitions to new platforms or agency/state business systems.
- Work with the internal product/business team in collaboration with IT to develop Power Platform offerings that can be delivered to multiple customers.
- Communicate and translate technical concepts to non-technical customers and business leaders.
- Identifies opportunities for improving services delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. Collaborate with cross-functional teams to identify areas for process improvements and implement necessary changes to enhance operational efficiency and compliance.
- Perform periodic audits and assessments to ensure that accounting operations and internal controls are functioning effectively and efficiently. Report on compliance status, internal control effectiveness, and policy implementation to senior management as needed.
- Ensure all policies and procedures align with department standards, regulations, and best practices. Maintain and update systems in alignment with department policies. Recommend improvements to accounting policies and system functions to promote efficiency and long-term success.
- Plans workloads, workflows, deadlines, work objectives and time utilization.

Knowledge, Skills and Abilities required for the position:
- Knowledge of Florida Statutes, State Comptroller, and Department of Children and Families rules and regulations.
- Knowledge of the methods of data collection and analysis.

PREFERRED QUALIFICATIONS:
- Three (3) years of experience within the State of Florida government or county/city government knowledge.
- Significant knowledge and proficiency with federal, state, and county laws, regulations, and requirements within public sector accounting.
- Advanced skills in Microsoft Excel.
- Advanced level of proficiency in performing fiscal studies, analyzing acquired data, and making recommendations on course of action based on that study.
- Ability to create and conduct trainings for large group settings both virtually and in person.
