The Office of Information Technology Services is looking for a detail-oriented Procurement Officer/Contract Manager to join our team. The essential function of this position within the Department is to provide key leadership for purchasing and contracting activities within the Office of Information Technology Services (OITS). From a stakeholder perspective, this position will work with the OITS Management Team, the DCF Office of Financial Management, the DCF Office of Contracted Client Services the DCF Office of the General Counsel, and the various firms who provide products and services to the Department. n addition to the role as Procurement Officer, this position also provides strategic direction, technical insight, stakeholder facilitation, and professional advice for all IT procurement and contracting activities. This position is located at the DCF Headquarters in Tallahassee in the Office of Information Technology Services.

 

EXAMPLES OF WORK:

Work with each section within OITS to identify the requirements for upcoming procurement of staff augmentation resources and/or purchases of commodities and services.

Provide in-depth guidance to the OITS CIO and Management Team in terms of selecting the appropriate procurement vehicle in accordance with Chapter 287 of the Florida Statues, Section 60A of the Florida Administrative Code and other Purchasing Rules, Regulations, and Procedures.

Reviews and processes purchase requisitions and collaborations in a timely manner, ensuring they are complete, accurate and within the requirements defined by the Department of Management Services, the DCF Office of Contracted Client Services, and the DCF Office of Information Technology Services.

Keep abreast of current and new procurement processes through continuous review of information from the DMS Division of State Purchasing website and meetings. Additionally, monitor legislative activities specifically associated with Chapter 287, Florida Statutes.

Answer routine inquiries from Department staff and vendors regarding purchase order information in a prompt, cooperative and respectful way.

Maintains files as required for auditing purposes.

 

KNOWLEDGE, SKILLS, AND ABILITIES, including utilization of equipment, required for the position:

Knowledge of State and Departmental contracting policies and procedures. 

Skilled in the MyFlorida MarketPlace (MFMP) in terms of Requisitions, Purchase Orders, Change Orders, required documentation and Invoicing. 

General understanding of the State Accounting Laws, policies, rules, and procedures and how they relate to the MFMP application. 

Ability to conduct fact finding research; utilize problem-solving techniques; and make detailed analysis and management critiques of procurement and contracting requests.

Ability to plan, organize and coordinate work assignments; communicate effectively; and establish and maintain effective working relationships with others.

Ability to multi-task to meet deadlines.

 

REQUIREMENTS:

Preference will be given to candidates who have IT Procurement experience.
