Education and/or Years of Experience:
- Four years of professional experience in revenue systems analysis, financial analysis, grants analysis, accounting, or a similar field
- 2 years of professional experience in business analysis, including requirements gathering, program research and planning, program evaluation, and
- A degree from a college or university in a relevant field of study can substitute up to two years of the required experience.
About Us:
The Office of Revenue Management is under the Assistant Secretary for Administration located at the Department of Children and Families (DCF) Headquarters in Tallahassee, Florida. This Office is comprised of four units responsible for federal cost allocation and reporting, cash management, and revenue forecasting.
The Revenue Management Systems Unit supports the above units and is highly diverse in its responsibilities, including managing and maintaining the Grant and other Revenues Allocation Tracking System (GRANTS); producing the Post Award Notices (PAN) with supporting documentation as required in Section 215.97, F.S. (Florida Single Audit Act) and 2 CFR 200 (Uniform Grant Guidance); reporting necessary data in accordance with the Federal Funding Accounting and Transparency Act (FFATA); coordinating Random Moment Sampling (RMS); and preparing the Schedule of Expenditure of Federal Awards (SEFA).
What you will do:
This is a professional position performing complex business and financial analysis. The incumbent in this position is accountable for and will be expected to function independently to identify and define solutions that maximize value delivered, including defining strategy, goals, and requirements for new programs/projects or the continuous improvement of existing programs and processes. This position also serves as a financial analyst administering revenue systems for complex grants analysis.
Examples of job duties include, but are not limited to:
- Using advanced data collection techniques to analyze financial data.
- Using financial systems analysis to track, interpret, and reconcile federal awards in compliance with federal regulations.
- Using financial systems to generate, update, and maintain financial records.
- Analyzing records of financial transactions to determine accuracy and completeness of entries.
- Meeting with program areas, stakeholders, and technical staff to determine business needs.
- Providing technical and consultative support to the Revenue Systems Manager, including monitoring visible initiatives, performing risk management, conducting research and feasibility studies, and managing alignment of customer needs and agency strategy.
- Producing business cases and both high-level and detailed functional requirements for the development/enhancement of financial systems and processes.
- Ensuring systems documentation (including flowcharts, manuals, and other officially approved system documentation artifacts) is properly maintained.
- Preparing or assisting in the preparation of user documentation or instructions
Required Knowledge, Skills, and Abilities:
- Knowledge of Microsoft Office applications (e.g. Office 365 programs, Visio, and/or SharePoint)
- Knowledge of the Project Management Body of Knowledge (PMBOK) and other Project Management Institute standards
- Knowledge of or ability to learn data collection tools and techniques, such as Structured Query Language (SQL), advanced Excel features (e.g. XLOOKUP, pivot table design, Power Query), or the Power Platform
- Skilled in writing documentation and user manuals
- Ability to prepare business requirements and functional specifications
- Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and perform other activities relating to the improvement of management practices
- Ability to organize data into logical format for presentation in reports, documents, and other written materials
- Ability to conduct fact-finding research and utilize problem-solving techniques
- Ability to communicate business information effectively both verbally and in writing to technical and non-technical audiences
- Ability to work independently and ability to establish and maintain effective working relationships with others
