JOB SUMMARY:
This is a highly responsible position within the Chief of Financial Officer (CFO), Office of Administration. The incumbent will be responsible for managing assigned department projects from pre-procurement through implementation. Your duties would include:
· Supporting and assisting with DCF Florida PALM functional readiness.
· Assist with the PALM implementation process, ensuring that project milestones, deliverables, and timelines are met. This role will coordinate and collaborate with the internal project team, external vendors, and stakeholders to ensure effective project execution.
· Identifying impacts to the Department business processes, influences the adoption of process changes, and coordinates or oversees updates to Department procedures.
· Supports post PALM implementation activities.
· Identify activities and messages that help the Department achieve change readiness.
· Helps promote the PALM solution at the Department and build support for it.
· Create monthly Status Reports which will be generated for internal DCF Readiness Project monitoring and reporting.
· Meeting operational objectives by assisting with, establishing and communicating program and process strategic initiatives, prioritizing, and allocating workloads, identifying, and analyzing workflow, and implementing process improvements.
· Analyzing and understanding customer business processes, objectives, and challenges and then helping implement solutions to address those challenges.
· Focusing on the people side of change, ensuring smooth transitions in business processes, systems, technologies, job roles, and organizational structures. Support the Department’s adaptation to a rapidly changing financial landscape through strategic change management and employee engagement.
· Developing materials and updates that oversee the business side of agency business systems and training needs for Financial Management (FSS, F&A, Budget, Revenue, Human Resources, and General Services) and supporting ASA Admin office to meet the department’s future needs in a rapidly changing financial landscape.
· Facilitate functional workshops and trainings with customers, document requirements, and design appropriate solutions. Assist in the creation of training documentation of new department business processes related to ongoing process improvement efforts.
· Identifying opportunities for improving services delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. Collaborate with cross-functional teams to identify areas for process improvements and implement necessary changes to enhance operational efficiency and compliance.
· Performs other related duties as assigned
MINIMUM REQUIREMENTS:
- Currently employed with the State of Florida.
- Four (4) years of experience within the State of Florida government or county/city government knowledge.
- Four (4) years of experience with the Florida Accounting Information Resource System (FLAIR).
- Four (4) years of significant knowledge and proficiency with federal, state, and county laws, regulations, and requirements within public sector accounting.
- Excellent verbal and written communication skills, with the ability to clearly articulate ideas and actively listen to others, fostering a collaborative environment
- Four (4) years’ experience with Microsoft Office (Excel, Word, Outlook, Forms, etc.)
PREFERENCES:
- Experience with online graphic design platforms or digital design tools (Canva, Articulate, Camtasia)
- Experience summarizing conference calls and drafting minutes for distribution.
- Two years’ experience analyzing performance measures, process functions, and operational plans.
- Two years’ experience making recommendations for process improvements.
- Experience with Florida PALM implementation activities
- Knowledge of all aspects of project management tools, methodology, techniques and practices
