The Florida Department of Health, Division of Medical Quality Assurance (MQA) regulates health care practitioners and facilities through timely professional licensure, facility permitting, and administrative enforcement to preserve the health, safety, and welfare of the public. As a Government Analyst II, you will work under the direction of the Strategic Planning Services Manager within the Division Director’s Office to lead and execute strategic marketing initiatives, projects, and campaigns that align with organizational goals, support legislative implementation work, and keeps MQA at the forefront of health care regulation.

The person in this position is a dynamic and versatile professional responsible for leading the planning, execution, and management of strategic and legislative marketing initiatives within Strategic Planning Services. This position bridges the responsibilities of a marketing project manager and a marketing specialist, ensuring that marketing efforts are both strategically aligned with the agency’s goals and executed with precision. This role is critical in promoting MQA’s mission to regulate health care practitioners and facilities efficiently and effectively, ensuring compliance with state laws and enhancing public awareness of health care standards.

Summary of Duties:

  • Lead Marketing Projects, Campaigns, and Initiatives: Develop detailed project plans for marketing initiatives that align with the organization’s strategic goals. This includes defining objectives, timelines, resources, and key performance indicators. Implement marketing campaigns according to strategic and legislative implementation plans, including digital marketing, content marketing, event planning, and public relations to promote regulatory updates, compliance initiatives, and health care standards. Oversee marketing programs that align with the agency’s strategic goals, focusing on regulatory compliance, public awareness, and stakeholder engagement.
  • Content Development: Create and curate visual, promotional, and written content that supports the strategic goals of the organization (e.g., newsletters, infographics, videos, website content, email campaigns, direct mail, press releases, etc.) and adheres to brand guidelines, conveying the organization’s strategic and legislative messages effectively and increasing the visibility and engagement with health care applicants, practitioners, and consumers. Develop and update training manuals and presentations and provide training, instruction, and guidance to staff as needed. Adjust content as needed based on target audience engagement and/or feedback.
  • Cross-Functional Collaboration: Coordinate with the Communications Specialist, marketing specialists in program offices, and management to ensure marketing initiatives, projects, and campaigns are integrated with broader organizational strategies. Assist with the preparation and proofreading of statutorily required reports at a high standard.
  • Budget Management: Assist with overseeing the budgeting process for marketing initiatives, projects, and campaigns, ensuring that resources are allocated efficiently, and expenditures align with the strategic priorities. Inventory and conduct routine supply audits for marketing collateral crash kits.
  • Data Analysis and Performance Reporting: Analyze, track, and report monthly on campaign and project progress through metrics like engagement, conversion rates, and ROI, providing insights to improve effectiveness and adjusting as needed to ensure that strategic objectives are met. Conduct market research on industry trends, stakeholder needs, and competitor activities to inform marketing strategies and ensure the agency remains at the forefront of health care regulation. Identify areas for improvement in marketing strategies and tactics, present recommendations to management, and implement changes to optimize results.

 

Minimum Qualifications and Experience:

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to work independently in a fast-paced regulatory environment.
  • Experience working with public health agencies or regulatory agencies.
  • Experience working with organizations that provide services to the public and/or government sector.
  • Experience developing and maintaining detailed project plans and leading and managing projects.
  • Three years of experience within the immediate past 10 years as the lead/primary marketing manager.
  • Three years of developing tailored messaging and creative concepts for targeted market areas.
  • Three years of experience producing, delivering, deploying, and evaluating the outcomes of media campaigns.
  • Three years of experience with consulting services and media campaigns, including effective media planning and coordination, integrated communications strategy and robust marketing planning across a wide spectrum of channels, including but not limited to broadcast and cable television, radio, print, direct mail, out of home, digital display, streaming video and audio and social media.

This is a fully on-site position based in Tallahassee. Employees are required to work from our Tallahassee office five days per week with no regular telework or remote option.
