**Anticipated Vacancy**
Your Specific Responsibilities:
This position is responsible for directly assisting management with the budgeting activities for the office. This position requires working knowledge and understanding of legislative budget procedures and departmental accounting procedures to include types of transactions, transaction requirements and use, content and arrangement of reports, used in the Department of Financial Services, FLAIR ledger, and departmental budget systems.
Routinely creates detailed analyses and summary reports of budget status, trends, and needs based on established and accepted practices, theories, techniques, and methodologies.
Serve as an expert on the organization’s budget structure and allocation codes to include assisting with quarterly allocations, posting, and communicating the operating budget with management and Central Office
Budget staff.
Perform accounting activities including the tracking of expenses and revenue.
Develops and manages the operating budget and spending plan for the office. Coordinate contact with the Office of Budget and Revenue
Management regarding fiscal and budgetary functions and financial activities.
Coordinates with HR liaison to monitor rate and FTE’s for the office.
Creates monthly spending plans to ensure program costs are aligned with available budget and correct fiscal codes are used.
Submit all spending plan transaction corrective entries by the second month or a corrective action plan is in place.
Assist management in the preparation of legislative budget actions, expenditure reports, financial audits, and financial projections.
Conducts analysis of ongoing spending patterns and identifies potential areas of concern.
Assist with completing quarterly cash analysis, as needed. Other duties as assigned.
Required Knowledge, Skills, and Abilities:
Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; communicating effectively with others in writing; listening to what other people are saying and asking questions as appropriate; talking to others to effectively convey information; understanding written sentences and paragraphs in work related documents; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of basic quality assurance principles and practices; knowledge of the methods of data collection and analysis; ability to organize data into logical format for presentation in reports, documents and other written materials; ability to conduct fact finding research; ability to utilize problem-solving techniques; ability to work independently; ability to plan, organize and coordinate work assignments; ability to establish and maintain effective working relationships with others.
Qualifications:
Bachelor’s degree from an accredited college or university in a related field of study; and/or
3 years of professional experience in state budget/finance; experience in working in AOD(MFMP) and FLAIR; developing and managing an office operating budget and spending plan; preparing and auditing expenditure reports, financial audits, and financial projections; knowledge of state Budget Entities, Fund IDs and state Account Codes.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
Must have a valid Florida State Driver's License, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
