Your Specific Responsibilities:

This is a highly professional position responsible for the coordination of rulemaking activities within the Office of Medical Marijuana Use (OMMU) to include research, drafting, scheduling, and tracking the rulemaking process.

Assists in the rulemaking process to include collaboration with legal and program staff to draft and propose new rules and amendments to existing rules; review of proposed regulatory changes to ensure accuracy, clarity, and alignment with legislative intent; prepares rule packages; research and reference of statutes, administrative codes, regulations or rules to ensure alignment with any proposed rule changes; intake of rule comments and coordination with program staff to prepare responses; drafting letters in response to the Joint Administrative Procedures Committee (JAPC).

Maintains accurate tracking and record keeping of all rule making activities. Ensures all rule related information, including notices and public meeting information, is posted to appropriate public facing websites. Develops forms, reports, and resources as needed.

Organizes meetings for rulemaking activities, to include public hearings and workshops; assists in facilitating internal meetings to ensure all appropriate documents are collected.

Maintains the OMMU Information Request inbox and the OMMU Rules inbox ensuring timely and accurate responses.

Assists in preparing and maintaining the Annual Regulatory Plan for the office.

Assists with public records requests as needed.

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others in writing; listening to what other people are saying and asking questions as appropriate; knowledge of laws, legal codes, court procedures and government rules & regulations; researching and referencing statutes, administrative codes, regulations, and rules; knowing how to find information and identifying essential information; organizational skills.

Qualifications:

Minimum:

  • Three (3) years of experience in researching statue and rules, and preparing rule packages to include final coding of rule text and cataloging incorporated materials.

 

Perferred Qualifications:

high school diploma or equivalent.
