POSITION SUMMARY:
This position is in the Office of General Services, reporting to the Contracts section. This is a full-time position working independently to provide management consulting services for the Florida Department of Law Enforcement (FDLE) to improve management capabilities and operational procedures. This position assists in all areas of contract administration and procedures on a statewide basis.
DUTIES & RESPONSIBILITIES:
Specific duties include:
- Reviewing Florida Statutes, Florida Administrative Code, administrative policies, procedures, guidelines and related directives to be implemented into processes for all contract development and acquisition throughout the agency;
- Utilizing the statewide automated system MyFloridaMarketPlace (MFMP) Ariba On Demand (AOD) to issue or approve requisitions for contractual services over $35,000 (Category Two);
- Evaluating impact, identifying potential problems and recommending appropriate action in all areas of complex contract acquisitions;
- Investigating, assessing and making recommendations to resolve issues and problems presented by FDLE members, General Counsel, other state agencies and vendors as they relate to contract development and acquisition;
- Providing assistance for writing complex technical specifications, performance requirements, and evaluation methodologies used in the formal and informal solicitation processes;
- Administering the posting of formal competitive solicitations, single sources, and other notices;
- Reviewing formal bids;
- Preparing for, facilitating, and attending public meetings;
- Providing consultative services between vendors and FDLE members throughout the contract development and acquisition process, including research, analysis, negotiation and guidance on the creation of two-party contractual agreements and/or issuance of purchase orders, and administering execution of the final contract;
- Entering contracts and contract images into the Florida Accountability Tracking System (FACTS) within 20 calendar days after executing a contract or an amendment (including renewal, termination or extension) and any other requirements per Section 215.985 (14), F.S.; and
- Maintaining agency contract files to ensure files are accurately assembled, properly documented and stored in a logical manner.
To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the principles and practices of government purchasing and contract administration;
- Knowledge of methods of data collection and analysis;
- Knowledge of computer systems and internal control concepts, to include: FACTS, MFMP, AOD, and Vendor Information Portal;
- Ability to organize data into logical format for presentation in reports, documents and other written materials;
- Ability to work independently, plan, organize and coordinate work activities;
- Ability to write scope specifications and solicitation evaluation criteria;
- Ability to utilize problem solving techniques and make decisions;
- Ability to communicate effectively verbally and in writing; and
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to procurement and contract administration.
BASE SALARY:
- $52,859.88 to $65,000.00
Salary for the position will be commensurate with experience and training.

BACKGROUND:
FDLE requires an extensive background process of all recommended applicants. Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
