POSITION SUMMARY:
This position assists with the administration and resolution of operational and management problems as they relate to the activities of Offender Registry Services (ORS). Additionally, this position provides research analysis relative to state and national laws, rules and regulations that directly or indirectly have an impact on the dissemination of criminal justice data or information. This position also provides management assistance to the supervisor, in such areas as auditing activity reports and adaptation of current processes and systems to meet internal and external user needs. This position is responsible for designing and conducting developmental projects for criminal justice information systems, particularly as it relates to sexual offender/predator information. This position uses numerous investigative and informational sources/databases and completes extremely high liability work. This position serves as liaison with the criminal justice partners and the public to provide sex offender/predator information in order to promote public safety. Its entire focus is in support of Florida’s sexual predator/offender program.
DUTIES & RESPONSIBILITIES:
Specific duties include:
- Overseeing case reviews by completing thorough quality control on the research, preparation, interpretation, and analysis of other OPCA members on criminal and civil case information, application of state and federal law, and determinations on if an individual meets Florida’s statutory guidelines for registration requirements as a sexual offender or sexual predator;
- Understanding and ensuring that other members correctly apply sexual offender/predator registration laws to individuals with a sexual offense conviction or those required to register in another state/jurisdiction;
- Coordinating and providing management, motivation, direction and instruction to section members on the case review process;
- Assisting section members with determining overall objectives, developing work goals, and designing techniques for acquiring information and completing assignments;
- Reviewing and editing work products of section members, ensuring accuracy, quality and timeliness. Provides ongoing feedback on work assignments and products, including suggestions for improvement, and motivates training needs for section members;
- Determining and instructing others on sexual offender/predator registration information to be maintained, updated, and disseminated to the public via the Florida Sexual Offender/Predator Public Registry website;
- Leading coordination of registration requirements and technical updates regarding sexual offenders/predators with other units in ORS;
- Providing internal training of all new OPCA members related to case reviews, registration laws, and daily tasks;
- Assisting with direct member supervision by planning, organizing, coordinating and managing of work within the section; and
- Overseeing special projects and conducting research and analysis to prepare plans, recommendations, and reports relating to objectives established by the Planning Manager and/or division management.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the basic principles and practices of law enforcement and the criminal justice system;
- Knowledge of office procedures and practices;
- Knowledge of the methods of data collection and analysis;
- Knowledge of basic management principles and practices;
- Knowledge of the principles and techniques of effective verbal and written communication;
- Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow, and other activities relating to the improvement of management practices;
- Ability to organize data into logical formats for presentation in reports, documents, and other written materials;
- Ability to work independently; and
- Ability to conduct research.

BASE SALARY:
- $53,917.24
NOTES:
Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
