POSITION SUMMARY:
This position will be a part of the Bureau of Information Technology (IT) Policy Development and Planning, Business Support section of ITS (Information Technology Services). The incumbent will work closely with the Business Manager II of the Business Support section to oversee both the ITS Operating Budget and project budgets/spend plans, as well as work closely with the contracts team. This position is responsible for planning, organizing, administering and reporting on various IT related projects.
DUTIES & RESPONSIBILITIES:
Specific duties include:
- Preparing and administering IT Operating Budget and project related budgets/spend plans;
- Preparing and administering agency IT Operating Budget, project budget and spend plan documentation in accordance with state regulations. This includes budget details, funding details and monthly spend plan reporting;
- Preparing and Presenting periodic budget projections to ITS management;
- Serving as a back-up in planning, organizing, and administering the ITS Operating Budget;
- Assisting in the procurement of products and services in ITS;
- Working with ITS staff and management to identify procurement processes that are best suited for products and services used by ITS to carry out its mission;
- Working with ITS PDP (Policy Development & Planning) staff to ensure that procurement records are complete, up to date, and accurate;
- Conducting research and developing recommendations for Legislative Budget Requests (LBR) for ITS;
- Tracking and reporting on quality measures, key performance indicators, and accreditation reporting and audits; and
- Updating the ITS internal web pages, including published Procedures.
KNOWLEDGE, SKILLS & ABILITIES:
- Knowledge of the methods of data collection and analysis;
- Knowledge of basic management principles and practices;
- Knowledge and skill in the use of Microsoft Office with proficiency in the use of Excel;
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document;
- Experience in government budgeting and government procurement;
- Ability to organize data into logical format for presentation in reports, documents and other written materials;
- Ability to conduct fact-finding research and utilize problem-solving techniques;
- Ability to work independently and plan, organize and coordinate work assignments;
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; and
- Ability to communicate effectively and maintain effective working relationships with others.
BASE SALARY:
- $59,740.00
