The Florida Commission on Offender Review, formerly known as the Florida Parole Commission, is looking to fill a Government Analyst II – CS within the Office of Clemency Investigations. The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

POSITION DESCRIPTION

This position assists the Coordinator in carrying out the mission of the Office of Executive Clemency. Responds to requests from FCOR’s Director of Clemency Investigations, Commissioners, General Counsel, and the Clemency Aides.

EXAMPLES OF WORK

  • Maintains expert knowledge of the Rules of Executive Clemency, to include Florida Statues 14.28, 119.07(1), 940, 98.0751(2)(a). Amendment 4 and related firearm regulations as well as the many criminal justice databases utilized by this office.
  • Conducts various types of research and investigations, solving complex issues that are often unique, requires an ability to understand, interpret, and apply complex rules arising in all aspects of the clemency process and requests made to this office. Research historical and current clemency records. Captures final researched determinations in writing in a clear and concise manner. Analyzes data gathered and develops solutions or alternative methods of proceeding to tasks assigned.
  • Ability to communicate effectively both verbally and in writing. Composes formal letters responding to various types of items not limited to the following ultimate recipients: Office of the Governor, Clemency Aides, clemency applicants. attorneys, applicant’s family members, Department of Staie. state attorneys, law enforcement, judges, and private attorneys. Required to draft written findings and/or responses that are often provided to key decision makers. Submits IRIS/OnBase requests received from staff.
  • Conducts investigations, which includes determining whether the individual is currently eligible for clemency consideration pursuant to the current Rules of Executive Clemency; makes findings considering the historical (past) Rules of Executive Clemency. Makes special determinations from review of clemency file and clemency database on historical clemency actions. Serves as second level reviewer providing quality assurance.
  • Assist in facilitating the coordination and operations of the quarterly Clemency Board Meetings, prepare executive orders for signature by the Clemency Board members, filing with the Department of State, documentation in the clemency record and notification of such to appropriate parties. After the Pre-Clemency Meetings assist the Coordinator in providing additional information as requested from the Clemency Aides.
  • Prepares desk reference manuals and assists in revising procedure directives; assists in the design and implementation and subsequent training of staff in the utilization of new forms, processes, procedures, equipment, and the many criminal justice databases utilized by this office. Provides monthly statistics on various tasks and assignments conducted and/or completed; reviews process to increase efficiency measures and strategic goals.
  • Provides quality assurance on clemency actions ensuring correctness of actions made not limited to database entries, written correspondence, certificates. and executive orders.
  • Prepares gold seal certifications and responds to subsequent inquiries and provides certified documentation to the various requestors often with quick turnaround times. Provides research upon request received subsequent to the gold seals for additional clemency documents.
  • Prepares recommendations and gathers all relevant documents in formal written

communication or clemency records request received for the review and utilization of the Coordinator before final presentation to the Office of the Governor. Assist in gathering information for agency audits.

  • Serves as second level reviewer for complex clemency actions/situations. many involving historical interpretation of clemency rules and historical understanding of the clemency database. Identifies high priority items and time sensitive items and brings them forth to the Coordinator and/or FCOR's General Counsel.
  • Coordinates and manages special initiatives as directed by the Coordinator. Conducts ad hock requests and investigations received by the Board of Executive Clemency and the Coordinator. Prepares recommendation and all relevant documents in formal written communication for the Coordinator's review before for final presentation to the requestor not limited to the following: FCOR's General Counsel, Clemency Aides, Department of State, Courts, and Law Enforcement.
  • Develops, implements, tracks, and monitors the various Preliminary Review Lists not limited to: Restoration of Civil Rights Without a Hearing, Request for Review/Commutation of Sentence. With a Hearing Unfavorable Recommendations.
  • Submits completed cases on to the Commissioners for recommendations, monitors and tracks due dates. provides ultimate recommendation and prepares the Final PR list for distribution to the Board. Researches and identifies additional cases submitted routinely based upon requests from the Office of the Governor.
  • Ensures the subsequent clemency determinations/actions from the Board are accurately routed. and final action made in the database. Tracks all deadlines and ensures all clemency steps and actions are carried out in database. Ensures granted cases are identified, monitors. tracks and identifies cases to be summarily denied by this office. Prepares grant letters and restoration of civil rights certificates for mailing to applicants.

 

MINIMUM REQUIREMENTS:

  • A High school Diploma or equivalent.   
  • One or more years Clemency experience.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of proper grammar and general office procedures.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
  • Knowledge of the principles of executive clemency, parole, probation, corrections, and law enforcement work.
  • Knowledge of Microsoft Word and Microsoft Excel.
  • Ability to review and edit data and correspondence with accuracy and completeness.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to effectively compose written reports and investigations.

  • Working knowledge and/or certification of various criminal justice systems including the Florida Crime Information Center/National Crime Information Center (FCIC/NCIC), Corrections Data Center (CDC), Inmate Records Imaging System (IRIS), Comprehensive Case Information System (CCIS), Public Access to Court Electronic Records (PACER), and Driver and Vehicle Information Database (DAVID).

 

Preference may be given to applicants that possess a bachelor’s degree or higher from an accredited college or university.
