Position Overview and Responsibilities:
The Florida Department of Environmental Protection’s Division of State Lands is Florida’s lead agency for environmental management and stewardship and serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Board of Trustees).
Within the Division of State Lands, the Bureau of Real Estate Services manages all aspects of real property transactions on behalf of the Board of Trustees, including negotiation, acquisition, disposition, exchange, donation, and closing of real property. The Bureau of Real Estate Services also administers statewide contracts for title and closing services, as well as environmental site assessments.
To support the Florida Department of Environmental Protection’s mission, the Bureau of Real Estate Services regularly collaborates with other agency divisions, water management districts, and state agencies serving as land managers to negotiate and facilitate real estate transactions that advance critical conservation and operational objectives.
This position is responsible for the following:
- Conducts organizational studies and evaluations of office procedures and provides technical assistance in developing and implementing procedures to assist the Division of State Lands’ Bureau of Real Estate Services in operating more efficiently and effectively.
- Coordinates and facilitates the closing of real estate transactions, including donations, purchases, and exchanges, in accordance with established Florida Department of Environmental Protection (DEP) policies, procedures, statutes, and rules. Reviews acquisition project files to ensure all required documentation, approvals, title information, surveys, environmental documentation, and other closing requirements have been completed prior to closing.
- Prepares, reviews, and coordinates closing documents and other instruments necessary to complete real estate transactions.
- Reviews title commitments, title information, surveys, environmental site assessments, legal descriptions, deeds, contracts, and related documentation to identify outstanding issues and ensure that all closing requirements are satisfied. Coordinates with legal counsel, landowners, managing agencies, DEP staff, surveyors, title companies, environmental consultants, other governmental agencies, non-profit organizations, water management districts, local governments, and federal agencies to resolve issues and facilitate timely closings.
- Establishes and maintains communication with landowners and other parties involved in real estate transactions to coordinate closing activities, obtains required documentation, confirms terms and conditions, and ensures all parties are in agreement with the requirements of the transaction. Coordinates the execution and delivery of deeds, contracts, closing statements, affidavits, certificates, and other closing-related instruments.
- Monitors acquisition project files through the closing process and ensure that all required documents are properly executed, recorded, distributed, and maintained in accordance with DEP policies and applicable records-retention requirements. Submits final closing documents and related materials for legal review and approval, as required.
- Maintains accurate statistical, financial, and transactional records and prepares reports regarding the status of real estate acquisition closings. Input and updates transaction and closing information in DEP’s land acquisition tracking system and other applicable databases.
- Participate in teams in the collection and analysis of data and the development of work plan forecasts, timelines, project plans, and other matters related to real estate closing activities. Identifies potential closing issues and assists in developing solutions to facilitate the timely completion of transactions.
- Ensures compliance with all applicable statutes, rules, DEP policies, procedures, and legal requirements throughout the closing process and in the completion and maintenance of real estate transaction files.
- Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of: The principles of land management and real estate; the principles and techniques of effective verbal and written communication.
Ability to: Negotiate and reach a settlement for state land acquisitions, donations, or exchanges; collect, evaluate, and analyze data relating to the acquisition of state lands; understand and apply applicable rules, regulations, policies, and procedures relating to state land acquisitions; work independently; utilize problem solving techniques; plan, organize, and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; demonstrate teamwork; use a personal computer.
