The Work You Will Do:
The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.
The Difference You Will Make:
State-Owned Lands Inventory (SOLI) has three primary responsibilities:
• GIS mapping production services to the Governor and Cabinet for the Board of Trustees Land Document System (BTLDS), which functions as Florida’s title provider to the Board of Trustees. SOLI has mapped 229,819 parcels described in 100,866 documents archived in BTLDS. These parcels form the basis of the FL-SOLARIS State Lands Inventory.
• Responsible for the development and operation of the legislatively mandated Florida State Owned Lands and Records Information System (FL-SOLARIS). This system serves as the State’s repository of state-owned lands and facilities inventory data and has become a valuable resource for the effective management of over 20,000 facilities records of more than 21,000 facilities and over 53,000 land records of more than 71,000 state-owned land parcel records for state agencies, legislators, Cabinet offices and the public.
• Responsible for the development and management of the legislatively mandated enterprise systems such as the Land Management Plan module (LMP), Conservation Land Easement and Recreation (CLEAR), Submerged and Uplands Revenue Systems (SUPRS), the Acquisition Process Information System (APIS) and the Board of Trustees Land Document System (BTLDS). SOLI is challenged to keep all systems up and running while staying abreast of new technologies.

Your Specific Responsibilities:
Conducts organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of State Lands’s State-Owned Lands Inventory section to operate more efficiently and effectively.
Participates, as member of State-Owned Lands Inventory team tasked with administering associated applications, processes, workflows, and databases, as described below:
Assists team with identifying, formulating, and coordinating goals and priorities by:
- Actively contributing to team peer review sessions.
- Assisting team by providing review to ensure compliance with applicable policies, procedures, regulations, and laws in the performance of technical tasks as defined by the department.
- Assisting team by providing review to ensure design and implementation procedures make use of appropriate information, design, and accessibility standards as defined by the Department.
- Communicating team goals and priorities.
- Participating in status meetings.
- Providing project briefings and status reports to team members as requested.
- Gathering and providing analysis of user business requirements to develop and improve existing and planned systems, applications, workflows, and procedures assigned by team leader.
- Assisting with the creation and maintenance of assigned end-user documentation, including, but not limited to, guides, manuals, and other training materials.
- Based on established team standards, writing, commenting, and documenting SALESFORCE reporting and interface needs assigned by team leader.
- As assigned, designing, developing, and deploying standardized reports and graphical summaries in various formats, including, but not limited to Microsoft Word, Excel, Access, PowerPoint, Visio, SALESFORCE and QLIK.
- Assisting end-users with troubleshooting and resolving issues with new and existing systems as assigned by team leader.
- Providing team support, with coordination, review, and evaluation of user requests, for modifications to systems and preparation of formal work orders for submission.
- Assisting with scheduling, facilitating, and documenting user acceptance, post-deployment and regression testing activities as needed to confirm that work orders are completed as requested.
- Supporting the planning and execution of data cleansing and migration activities as needed for new development or enhancement projects.
- Assisting with maintaining department application security roles and associated data administration tools as they relate to FL-SOLARIS, SALESFORCE, Clear, LMS and related applications.
Assists with Internet, Intranet and SharePoint maintenance by:
- Assisting team with design and content updates for Division internet, intranet, and internal SharePoint sites.
- Applying departmental accessibility standards across all levels of communication, including but not limited to written documents; graphical illustrations; internet, intranet, and SharePoint content; presentations; and reports.
Performs other duties and related work as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of: the principles, practices, and techniques of computer technology; database concepts; relational databases; Structured Query Language (SQL). Skill in: utilization of computers, printers, scanners, and Microsoft Office (Word, Access, Excel, PowerPoint and Visio); Microsoft Project, and experience with SharePoint and Jira. Ability to: think logically and solve problems; analyze and interpret data; analyze and organize process flows and workflows; communicate technical information verbally, pictorially and in writing; document policies, procedures and standards related to technology and business processes; learn custom and "out-of-box" software applications; interpret and translate statutes, rules, and policies; generate statistical reports, project reports, and system reviews; provide content updates and user consultation for Department internet, intranet and internal SharePoint sites; function as fully participating team member; establish and maintain effective working relationships with others.
Preferred Qualifications:
Extensive knowledge and experience with SharePoint and Jira.
