MINIMUM REQUIREMENTS:
 

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work.
 

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.
 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:
 

Occasional travel required.
 

Must be able to travel a minimum of 20% of scheduled hours. 
 

Must be willing to obtain additional training or education relative to job duties.

Actual hours of work shift will be established by supervisor and based on providing departmental coverage for established business hours.
 

Monthly travel will vary based on activities scheduled (on-site technical assistance, meetings, workshops, conferences). 
 

JOB DUTIES:
 

Evaluates the ongoing use and distribution of U.S. Department of Agriculture (USDA) commodity food by processors and the use of processed commodity foods by school food authorities.  Works with school food authorities, processors, and other states’ commodity coordinators – when interstate cooperation is needed – to optimize the benefits obtained from the processing of raw commodities. 

 

Identifies excess USDA commodity balances and makes recommendations for utilization of inventory based on the analysis of use and survey results.  Approves transfers of USDA foods to other agencies or school food authorities.  Analyzes use of USDA Foods, including presenting data in charts or graphs, by processors and makes recommendations to avoid potential excess inventory. 

 

Provides training to sponsors/agencies and other external customers in the optimal use of processed commodity foods. Assists in assembling information for use in publications and training programs. Provides complex on-site and off-site technical assistance and guidance to program participants to identify trends and issues with utilization of USDA Foods.

 

Analyzes and corrects inaccuracies in the web-based ordering system by synchronizing data bases or transfers between school food authorities. Processed commodity foods usage reports are to be maintained and analyzed monthly.

 

Develops and maintains processes and Standard Operating Procedures (SOPs) for the USDA Foods Program and IT Technology software. Prepares justifications for procedural and policy changes and as applicable, coordinates activities with the Policy Specialist.  Recommends and facilitates necessary modifications to existing procedures to enhance system integrity.

 

Responds to general inquiries and complaints regarding agency programs including program details, rules, policies and procedures via written, electronic and telephone communications or refers calls to the appropriate staff, if needed.

 

Assists with the emergency management functions of the bureau during periods of disaster.

 

Performs other related duties as assigned.
